What is Final demand?

Quarterly overview

Final demand rose 1.0% this quarter, and 3.5% throughout the year to September quarter 2025.

The rise was primarily driven by growth across the Services industries and the Construction industry. While the pace of Property operators’ growth has slowed notably over the past year, sustained demand for residential property continued to drive rental price increases and remains a key contributor to the growth in Final demand. A common factor within a September quarter, indexation adjustments effective from July 1, and annual wage increases linked to enterprise agreements also influenced higher services prices.

A slight increase in demand for House construction influenced price growth, as builders modestly reduced elevated promotional offers used to attract customers, raising prices. Labour cost increases due to sustained skilled labour supply challenges continue to impact prices across the Construction industry.

The main contributors to the quarterly growth in Final demand were:

Property operators (+1.0%), due to high demand and rising rents for residential properties.
Residential building construction (+1.2%), due to a slight uptick in demand and increased labour costs.

There were no significant negative price movements offsetting the price rises for the quarter.

Construction

Input to the House construction industry

Input to House construction prices rose 0.8%

Input materials to House construction prices rose this quarter due to increases in raw material costs, as well as new financial year pricing review decisions from major suppliers. Timber products experienced notable price increases, primarily due to suppliers passing on higher raw material costs to buyers. Other metals products also rose due to raw material cost increases, particularly in aluminium and copper. Other materials (which includes plaster products, floor coverings, paint and insulation) rose, largely due to annual supplier price adjustments reflecting increased input costs.

Offsetting the price rises were falls in concrete, cement and sand, as some suppliers lowered prices amid increased competition.

Over the past twelve months, Input prices to house construction rose 2.1%.

Other metal products (+0.6%), driven by aluminium window and doors (+1.3%) due to increases in raw material costs.
Other materials (+0.5%), driven by plaster products (+1.0%) due to annual price increases from major providers.

Partially offsetting the rise were price falls in:

Concrete, cement and sand (-0.6%), driven by ready-mixed concrete (-1.3%) due to pricing adjustments attributed to increased market competition.

Building construction prices rose 1.3%

Growth in Building construction output prices was driven by increased labour costs, as well as a modest increase in demand for detached housing. Ongoing activity in the public sector, impacting the non-residential market and infrastructure sectors, continued to drive competition for labour across the industry. Scheduled wage increases for staff working on many large-scale projects also impacted output prices.

House construction prices rose this quarter, with the annual growth rate climbing for the first time since June quarter 2024. New South Wales, Victoria and Queensland contributed notably to the rise, with demand allowing builders to reduce incentive offers and pass-through higher input costs, particularly related to labour.

Other residential building construction prices rose 1.3%

Growth in Other residential building construction prices was primarily driven by Queensland, Victoria and New South Wales. Skilled and unskilled labour shortages continued to drive increases in labour costs, which were compounded this quarter by scheduled enterprise agreement wage rises within Queensland. Fixed and time-related costs to setup and manage projects continued to increase. Elevated insolvency rates and skilled labour shortages within the industry have increased uncertainty and stretched out completion times on larger projects. As a result, builders are accounting for higher risk when tendering, increasing output prices.

Non-residential construction prices rose 1.4%

Non-residential construction prices were driven by rises in Queensland, Victoria and New South Wales. The price rises were primarily due to labour costs, including enterprise agreement wage rises for many Queensland employees working on large projects, and the ongoing skilled labour shortage across states. Concrete trades and electrical services saw price increases due to strong demand and increased labour costs.

Mining

Input to the Coal mining industry

Input to Coal mining prices rose 1.6%

The main contributors to the rise were:

Petroleum and coal product manufacturing, due to increased diesel prices.
Accommodation, due to higher priced renewed contracts.

Partially offsetting the rise were price falls in:

Electricity supply, due to minimal supply disruptions and reduced demand.
Primary metal and metal product manufacturing, due to pricing reviews.

Over the past twelve months, Input to Coal mining prices rose 1.3%.

The continued rise in gold ore prices was the main driver of the overall increase, as persistent global demand amid economic uncertainty pushed the commodity to new record highs. Strong demand for lambs, sheep and cattle amid supply constraints due to drought conditions also influenced higher prices. In contrast, prices for most other commodities remained relatively stable, showing little to no significant movement.

The rise was driven by a small number of key commodities showing strong price increases, while many components within the Output of Manufacturing index had little to no price movement this quarter. Refined gold prices saw sustained growth amid global geopolitical and economic uncertainty, contributing strongly to the positive movement. In addition, rises for refined fuels also led to price increases. Australian beef and lamb prices continued to climb due to sustained export demand and tightening domestic supply amid drought conditions.

Childcare Services Cost Index

This analytical series measures changes in prices paid by childcare providers for the goods, services and labour required to provide childcare services to households. This index measures these costs from the perspective of businesses providing childcare services.

The index rose 2.3% in September quarter 2025, and 3.1% through the year. The quarterly rise was driven by increases in labour costs (comprising wages, and other labour costs such as superannuation payments and payroll taxes). The September quarter generally records the strongest quarterly growth through the year, as labour cost rises aligning with the Fair Work Commission annual wage review are implemented.

This is the third quarter in which Early Childhood Education and Care workers were eligible to receive payments from the Australian Government Worker Retention Payment program. As noted in the information paper below, increases in wages funded by the government through the Worker Retention Payment program have been treated as a reduction in costs for providers, and have been netted off from the associated wage increases.

This index is supplementary to the Producer Price Indexes (PPI) and does not contribute to the PPI Final demand index. Childcare prices in the PPIs are represented by the Output price index for childcare services (Table 35). The Output price index measures changes in prices received by childcare providers for providing childcare services. The price received by childcare providers includes both fees paid by households and any subsidies received by providers.

Price indexes in contracts

Price indexes published by the Australian Bureau of Statistics (ABS) provide summary measures of the movements in various categories of prices over time. They are published primarily for use in government economic analysis. Price indexes are also often used in contracts by businesses and government to adjust payments and/or charges to take account of changes in categories of prices (Indexation Clauses).

Use of Price Indexes in Contracts sets out a range of issues that should be taken into account by parties considering including an Indexation Clause in a contract using an ABS published price index.
