The ABS engaged Professor Felix Ritchie (University of the West of England, Director of the Data Research Access and Governance Network at the University of the West of England, Bristol) to review its plans to extend DataLab access to researchers located outside Australia. The review focused on the ABS’s application of the Five Safes framework, the findings of an access outside Australia pilot, and subsequent Implementation Plan.
Dr Ritchie examined the pilot outcomes and implementation plan, held discussions with ABS program, IT and cyber security teams, and provided an independent professional assessment of the ABS approach.
Overall, the review found the pilot to be well designed, with no significant new risks identified and existing ABS protocols providing effective safeguards. The Implementation Plan was considered practical, proportionate and aligned with the pilot’s findings, and the ABS’s open approach to data access was noted as a strength.
The review also highlighted opportunities to strengthen international access, including clarifying strategic principles, enhancing researcher training, refining system and policy settings, assessing cost impacts, and developing a more active public engagement program.
Dr Ritchie concluded that while the Implementation Plan is sound, these enhancements would support the long‑term robustness, transparency and sustainability of DataLab access for users outside Australia and benefits of supporting research outcomes internationally. The ABS is considering and responding to the recommendations.
