Information from the ABS Energy and Water Survey (EWS) (ANZSIC divisions B, C, D, E, I and 'All other'), NGERS, and APS are used to calculate physical transformative and end use at the industry level. If NGERS data is used, a combination of automated and manual coding processes is used to determine which products have been transformed in the generation of electricity and if EWS data is used, electricity transformation is calculated using NGERS electricity transformation ratios, as these have more detail at the product level.
Industry energy end use is calculated as total industry use minus transformative use. For industry total physical use, EWS is given preference with NGERS used for industries not covered in the EWS. The EWS collects data for energy industries annually, and for all other industries (non-energy) every 3 years. For the other industries the intervening years are then revised when the updated EWS benchmark data becomes available. Data were collected for all industries for 2024-25.
APS is used as the source of crude oil, condensates and other (petroleum) products used as inputs to refineries from the 2022-23 account. A review of product use in the refining industry and other manufacturing industries resulted in the change of use of some products, primarily other petroleum products, from end use to transformative use to align with this data.
Household physical use estimates are derived from a variety of sources. Natural gas estimates are derived from data in the ABS Survey of Consumer Sales (SOCS). Household use of petrol and diesel is calculated by deriving physical estimates from ABS Household final consumption expenditure (HFCE) data on automotive fuel, splitting this by fuel type data from Bureau of Infrastructure & Transport Research Economics (BITRE) vehicle categorisations, and using APS retail prices to derive volume. Household LPG use is derived via a balancing approach comparing main LPG sources and other uses, while wood and wood waste use estimates are imputed using information from NGERS, the AES and EWS/EWES. The process for calculating household 'behind the meter' (BTM) electricity use was updated in the 2022-23 accounts. This represents electricity used by households generated from their own rooftop solar systems. BTM use is produced using data provided by the Australian Energy Regulator and small-scale solar generation data from the AES (Table O). In line with SEEA guidance (para 3.163-3.164), household BTM production is assigned to the Electricity producing industry.
Data on energy inventories are obtained from a range of data sources, including QMIN, APS and REQ and the changes in these values are included in the End Use table as “Inventory changes”.
Energy exports data are obtained from a range of data sources, including ABS international trade (FASTTRACCS), APS, REQ, and AES. These values are included in the End Use table as “Rest of world (Exports)”. The use of energy by non-residents visiting Australia is estimated by using Net Expenditure Overseas (NEO) data sourced from the National Accounts and, in line with SNA principles, is included as exports of energy.
