In the Indigenous Structure, non-spatial special purpose codes are included as balancing items. 

In all states and territories, the identifiers 94, 994, and 94 are used for people coded to No usual address. Similarly, the identifiers 97, 997, and 97 are used for people coded to Migratory - Offshore - Shipping. The codes ZZ, ZZZ, and ZZ are used for people coded to Outside Australia.
