Conditions of use for Registration Centre, TableBuilder and MicrodataDownload
Registration Centre
The following conditions are applicable to everyone who registers in the Registration Centre.
By registering in Registration Centre and using other ABS data platforms enabled after my registration, I agree:
1. Registration and Identity
- I will provide true and correct information about my identity and contact details during registration.
- I will update my details if they change.
- If I leave my organisation, I will contact the ABS to manage my access to ABS data platforms.
2. Organisational Oversight
- ABS may discuss my registration and access with my organisation’s nominated contact officer with ABS, who have the authority to partially or fully remove, suspend or deactivate my access to ABS systems.
3. Credential and Data Security
- I will keep my ABS system login credentials secure and will not share them with any other person or organisation.
- I will keep any microdata (unit record data) secure and will not disclose it to any other person or organisation, except for the following that have been authorised or approved by ABS:
\(i.\) members of my organisation; or
\(ii.\) other individuals or organisations.
4. Responsible Use of Data
- I will not attempt to identify any individual, household, organisation, or record from the data.
- I will immediately report to the ABS if I suspect or discover that identification or disclosure has occurred.
- I will only use microdata for statistical and research purposes.
5. Data and Information Sharing
- To the extent permitted by laws, including the Census and Statistics Act 1905 (Cth), and as relevant to the ABS data or data platform, the ABS may share information related to my organisation and dataset access with other data custodians and users representing those data custodians to enable collaboration with ABS, the relevant data custodians and your organisation in the usage and reporting usage of the data.
6. Privacy
- The ABS will manage any personal information collected from your usage of the ABS data platforms in accordance with the Privacy Act 1988 (Cth) (Privacy Act) and any applicable guidelines issued by the Office of the Australian Information Commissioner regarding the Privacy Act and the Australian Government Agencies Privacy Code (known as the Privacy (Australian Government Agencies – Governance) APP Code 2017). 7. Compliance and Directions
- I will comply with all ABS directions and system constraints, including:
\(i.\) any agreed undertaking by your organisation;
\(ii.\) the "Responsible Use of ABS Microdata User Guide"; and
\(iii.\) any other directions provided by ABS or published on the ABS website.
8. Access
- The ABS will audit my use of ABS data platforms.
- The ABS may partially or fully remove, suspend or deactivate my access to ABS data platforms, data, files or tables if any of the following occurs:
\(i.\) ABS operational reasons, such as implementing changes to data or systems;
\(ii.\) breach of the Registration Centre conditions of use; and
\(iii.\) breach of any conditions of use related to ABS data platforms enabled after my registration on Registration Centre
- If ABS removes or deactivates my access to ABS systems or I leave my organisation, I will delete, destroy, or return all microdata in my possession to the ABS or my organisation's nominated contact officer.
- ABS is not liable for any loss or damage caused to you, your organisation, or a third party from ABS removing your access and you or your organisation will not be entitled to a refund of any subscription charges.
9. ABS Communications
- ABS may contact me with updates about data, systems, product releases, system changes, or to seek feedback.
10. Conditions of Sale
- I agree to comply with the ABS conditions of sale.
TableBuilder
As a TableBuilder user, I acknowledge that:
- The ABS may remove any accounts that are unused, saved tables and custom data older than 24 months.
- The ABS makes no representations or warranties that the information provided within ABS data platforms, including information of small value in tables, is accurate, current or complete. I am responsible for satisfying myself of the conclusions to draw from such information.
- The ABS is not liable for any loss or damage arising from, or connected to, the use of any material contained within, or derived from ABS data platforms. See ABS disclaimer for further information.
- I will comply with all ABS directions and system constraints, including those agreed to at registration, see Registration Centre Conditions of use.
MicrodataDownload
As a MicrodataDownload user, I will:
- Only use microdata (unit record data) for statistical and research purposes.
- Keep any microdata secure and not disclose any microdata to any other person or organisation, other than:
- Members of my organisation who have been approved by the ABS to have access to microdata, or
- Other individuals or organisation as authorised by the ABS.
- Where applicable, adhere to all ABS directions and system constraints, including those provided in the Undertaking by the Responsible Officer of an Organisation, Undertaking by an Individual, Declaration of Compliance, Responsible Use of ABS Microdata User Guide and other directions provided to me or on the ABS website.
- Delete, destroy or return to my Contact Officer or to the ABS all microdata I have in my possession if my authorised access is revoked or if I leave my organisation.
I acknowledge that:
- Where systems allow, it is my responsibility to download my files, data, tables and custom groups for future use. The ABS accepts no liability if these are not compatible with later versions of systems or datasets.
- No reliance should be placed on data cells of small value in tables.
- While the ABS has taken great care to ensure that the information provided within ABS systems is as correct and accurate as possible, the ABS does not guarantee, or accept any legal liability arising from, or connected to, the use of any material contained within, or derived from these systems.
