Key statistics

In the December quarter 2025:

  • there were 47,379 persons in custody, up 1% (443 persons) from the September quarter 2025 and up 7% (3,117 persons) from the December quarter 2024
  • sentenced prisoners increased by 1% (351 persons) from the September quarter 2025 to 27,585 persons
  • the imprisonment rate was 217 persons per 100,000 adult population, up from 216 persons in the September quarter 2025.

Persons in custody

There were 47,379 prisoners (average daily number), up:

  • 1% (443 persons) from 46,936 in the September quarter 2025
  • 7% (3,117 persons) from 44,262 in the December quarter 2024.

Imprisonment rates

The imprisonment rate was 217 persons per 100,000 adult population, up from:

  • 216 persons in the September quarter 2025
  • 207 persons in the December quarter 2024.

Sex

Of all prisoners:

  • 92% (43,551) were male
  • 8% (3,826) were female.

The imprisonment rate for:

  • males was 406 per 100,000 adult male population, up from 404 last quarter
  • females was 35 per 100,000 adult female population, stable since last quarter.

 

Type of custody

Of all prisoners:

  • 84% (40,022) were in secure custody
  • 16% (7,357) were in open custody.

 

Legal status

27,585 (58%) of the 47,295 prisoners (first day of the month) were sentenced, up:

  • 1% (351 persons) from 27,234 in the September quarter 2025
  • 4% (1,055 persons) from 26,530 in the December quarter 2024.

19,612 (41%) of the 47,295 prisoners (first day of the month) were unsentenced, up:

  • slightly (34 persons) from 19,578 in the September quarter 2025
  • 10% (1,838 persons) from 17,774 in the December quarter 2024.

Aboriginal and Torres Strait Islander persons in custody

There were 17,348 Aboriginal and Torres Strait Islander prisoners (average daily number), up:

  • 1% (200 persons) from 17,148 in the September quarter 2025
  • 9% (1,447 persons) from 15,901 in the December quarter 2024.

Aboriginal and Torres Strait Islander prisoners accounted for 37% of all persons in custody.

Aboriginal and Torres Strait Islander imprisonment rates

The Aboriginal and Torres Strait Islander imprisonment rate was 2,630 persons per 100,000 adult Aboriginal and Torres Strait Islander population, up from:

  • 2,600 in the September quarter 2025
  • 2,474 in the December quarter 2024.

The Aboriginal and Torres Strait Islander imprisonment rate for:

  • males was 4,774 per 100,000 Aboriginal and Torres Strait Islander adult male population, up from 4,717 last quarter
  • females was 535 per 100,000 Aboriginal and Torres Strait Islander adult female population, up from 530 last quarter.

Federal sentenced persons in custody

There were 1,273 federal sentenced prisoners, up:

  • slightly (1 person) from 1,272 in the September quarter 2025
  • 9% (101 persons) from 1,172 in the December quarter 2024.

Prisoner receptions

The total number of prisoner receptions was 20,771, up:

  • 10% (1,859 receptions) from 18,912 in the September quarter 2025
  • 10% (1,803 receptions) from 18,968 in the December quarter 2024.

Prisoner releases

The total number of prisoner releases was 19,898, up:

  • 5% (909 releases) from 18,989 in the September quarter 2025
  • 8% (1,508 releases) from 18,390 in the December quarter 2024.

Community-based corrections

Persons in community-based corrections

There were 81,697 persons (first day of the month) serving community-based corrections (CBC) orders:

  • up slightly (209 persons) from 81,488 in the September quarter 2025
  • down 1% (1,135 persons) from 82,832 in the December quarter 2024.

Rates for persons in community-based corrections

The rate of persons serving CBC orders was 375 persons per 100,000 adult population:

  • stable since the September quarter 2025
  • down from 387 in the December quarter 2024.

Sex

Of all persons serving CBC orders:

  • 81% (65,950) were male
  • 19% (15,702) were female.

The rate of persons serving CBC orders for:

  • males was 615 per 100,000 adult male population, down from 616 last quarter
  • females was 142 per 100,000 adult female population, stable since last quarter.

 

Type of community-based corrections orders

There were 56,257 sentenced probation orders:

  • up slightly (91 orders) from 56,166 in the September quarter 2025
  • down 3% (1,532 orders) from 57,789 in the December quarter 2024.

There were 18,409 parole orders, up:

  • 2% (310 orders) from 18,099 in the September quarter 2025
  • 3% (510 orders) from 17,899 in the December quarter 2024.

There were 12,260 community service orders, down:

  • 2% (205 orders) from 12,465 in the September quarter 2025
  • 6% (726 orders) from 12,986 in the December quarter 2024.

Aboriginal and Torres Strait Islander persons serving community-based corrections orders

There were 22,534 Aboriginal and Torres Strait Islander persons serving CBC orders, up:

  • 1% (245 persons) from 22,289 in the September quarter 2025
  • 2% (386 persons) from 22,148 in the December quarter 2024.

Rates for Aboriginal and Torres Strait Islander persons in community-based corrections

The rate of Aboriginal and Torres Strait Islander persons serving CBC orders was 3,417 persons per 100,000 Aboriginal and Torres Strait Islander adult population:

  • up from 3,380 in the September quarter 2025
  • down from 3,446 in the December quarter 2024.

The rate of Aboriginal and Torres Strait Islander persons serving CBC orders for:

  • males was 5,124 per 100,000 Aboriginal and Torres Strait Islander adult male population, up from 5,073 last quarter
  • females was 1,746 per 100,000 Aboriginal and Torres Strait Islander adult female population, up from 1,722 last quarter.

Aboriginal and Torres Strait Islander persons serving community-based corrections orders, type of orders

There were 15,218 sentenced probation orders:

  • up slightly (67 orders) from 15,151 in the September quarter 2025
  • down slightly (8 orders) from 15,226 in the December quarter 2024.

There were 5,776 parole orders, up:

  • 4% (208 orders) from 5,568 in the September quarter 2025
  • 8% (436 orders) from 5,340 in the December quarter 2024.

There were 2,725 community service orders, down:

  • slightly (11 orders) from 2,736 in the September quarter 2025
  • 9% (264 orders) from 2,989 in the December quarter 2024.

This commentary focuses on changes over the 10 year period between the December quarter 2015 and the December quarter 2025.

Persons in custody

Between the December quarter 2015 and the December quarter 2025, the number of persons in full-time custody (average daily number) increased by 28% (10,270 persons).

Over this time period:

  • males increased by 27% (9,297 persons)
  • females increased by 34% (971 persons).

Males accounted for 92% of prisoners in the December quarter 2015, the same proportion as in the December quarter 2025.

Legal status

In the December quarter 2025, 41% of total prisoners were unsentenced, up from:

  • 40% in the December quarter 2024
  • 29% in the December quarter 2015.

Community based-corrections

Between the December quarter 2015 and the December quarter 2025, the number of persons serving CBC orders (first day of the month) increased by 32% (19,614 persons).

Over this time period:

  • males increased by 30% (15,361 persons)
  • females increased by 37% (4,243 persons).

Males accounted for 81% of persons serving CBC orders in the December quarter 2015, the same proportion as in the December quarter 2025.
