THE CONCEPTUAL FRAMEWORK

The conceptual framework for Australian social statistics has been developed based on the Pressure-State-Response (PSR) framework, initially developed by the Organisation for Economic Cooperation and Development (OECD) to structure statistics relating to environmental policies and reporting. The PSR framework is a broad and highly flexible framework which links:

  • The current situation and historical trends (State)
  • The events and drivers of change that have the potential to substantially affect the state (Pressure)
  • Actions that can be taken to ease negative impacts or enhance positive impacts on the state resulting from the pressures (Response).

A PSR style framework focusing on key aspects of wellbeing has been developed by the ABS (Developing Frameworks for Australian Social Statistics) to provide a holistic and cohesive conceptual basis for Australian social statistics.

The conceptual framework incorporates three dimensions:
  1. Our wellbeing (State)
  2. Our changing world (Pressure)
  3. Actions supporting wellbeing (Response).

Each dimension has a number of highlighted elements. The elements are broad in nature and each is considered important to wellbeing directly, and/or indirectly. It should be noted that the dimensions (and their elements) are non-hierarchical and are not mutually exclusive; there are overlaps and linkages between each.
