111 Arson

Description

Arson is the act of intentionally or recklessly causing damage to or destruction of property through use of fire or explosives.

Where bushfire arson offences cannot be disaggregated from property damage by fire or explosion, code to 1110 Arson, not further defined.

1111 Property damage by fire or explosion

This group includes intentional or reckless property damage by fire or explosion, excluding bushfire arson. 

Where these offences cannot be disaggregated, code to 1110 Arson.

Inclusions:

  • Attempted criminal damage by fire
  • Blow up a letterbox or other property, excluding terrorist acts
  • Intentionally start or fuel a fire that leads to property damage
  • Set a house or other building on fire
  • Use of explosives causing property damage
  • Other offences relating to property damage by fire or explosion

Exclusions:

  • Arson causing death – coded to the relevant group in 01 Homicide
  • Bomb threats – coded to 0442 Threatening behaviour
  • Fire safety regulatory offences – coded to 1629 Environmental management offences, nec 
  • Intentionally or recklessly start a bushfire or wildfire – coded to 1112 Bushfire arson

Bushfire arson is the act of intentionally or recklessly starting a bushfire or wildfire. 

Inclusions:

  • Other offences related to bushfire arson

Exclusions:

112 Damage or destroy property

Description

This subdivision includes any property damage or destruction that does not involve arson.

Where graffiti offences cannot be disaggregated from damaging or destroying property not elsewhere classified, code to 1120 Damage or destroy property, not further defined.

1121 Graffiti

Graffiti is defined as property damage caused by the application of substances on the surface of the property.  This may include posters, paint, or other compounds.  

Inclusions:

  • Graffiti or deface a building, fence, sign, or other property
  • Unlawfully attach posters, signs, or stickers on public or private property
  • Other graffiti offences

Exclusions:

  • Property damage using a knife or other sharp object – coded to 1129 Damage or destroy property, nec

1129 Damage or destroy property, nec

This group includes the intentional or reckless destruction of, or damage to property, except by graffiti, fire, or explosion, and where not elsewhere classified.

Damage or destruction means altering the property in any way so as to render it imperfect or inoperative. 

Inclusions:

  • Break windows without intent to enter
  • Damage commercial goods, equipment, or infrastructure
  • Damage to a vehicle, such as “keying” a car or slashing tyres
  • Destroy or damage letters or parcels
  • Industrial sabotage through property damage
  • Intentionally damage a sacred site
  • Throw objects to cause property damage
  • Vandalism other than graffiti or arson
  • Other property damage or destruction not elsewhere classified
