TECHNICAL NOTE 3 UPDATES TO 2013 AND 2014 SUICIDE DATA

As part of the ABS's revisions process for causes of death, the ABS updates causes for coroner-certified deaths at 12 and 24 months after initial processing, to reflect the latest available information. Revisions have now been applied to 2013 and 2014 data. As coronial investigations regarding suicide deaths can be extensive, it is a cause of death which is more likely to change through the revisions process. It is important from a public health perspective to have accurate counts of suicide deaths. As such, this technical note focusses on how the revisions process has changed suicide counts in 2013 and 2014.
Over time there has been a reduction in the number of death that are reassigned to suicide through the three-year revision process. In 2006 and 2007, the first years for which revisions were applied, the number of suicide deaths increased by 17.7% and 18.5%, respectively. In 2013, the final suicide count was only 3.5% higher than the initial count. This highlights the increased quality of initial data which is due to several factors. Coding practices have been enhanced, enabling greater use of documents available on the National Coronial Information System (NCIS), while the attachment rates for these documents has also become more timely. In combination, these practices have resulted in more accurate preliminary coding.
2013 final suicide count
The final number of suicide deaths recorded for 2013 was 2,610, a net increase of 88 suicide deaths (3.5%) from the initial count of 2,522. There was an increase of 48 suicide deaths over the first revision period and a further 40 suicides identified in the second revision period.
There are often questions or concerns raised about where potential suicide deaths are initially coded before later being identified through the revisions process. Deaths which have been re-assigned to suicide through the revisions process were most likely to be coded to an Event of undetermined intent (Y10-Y34) or Accidental poisoning (X40-X44) when initially coded. There are very few deaths which were initially coded to Other ill-defined and unspecified causes of mortality (R99) and later identified as suicide deaths through the revisions process. There were also some minor changes in the recorded mechanism of death associated with additional information becoming available, especially toxicology and pathology reports.
2014 revised suicide count
The revised number of suicide deaths in 2014 was 2,891, a net increase of 27 suicide deaths (0.9%) over the first year of the revisions process. Similar to 2013, most death reassigned to suicide were initially coded to Event of undetermined intent (Y10-Y34) or Accidental poisoning (X40-X44).
Table 4.1 shows the total suicide counts for Australia at each stage of the revisions process for 2013 and 2014.

The number of deaths due to intentional self-harm by state and territory from 2006-2015 are shown in Table 4.2 below. Table 4.3 shows the corresponding age-standardised death rates. These tables provide an updated time series that includes the revisions for 2013 and 2014 and should now be used in preference to those published in September 2016.
