RECORDED CRIME - OFFENDERS, 2013-14 - VICTORIA

TOTAL OFFENDERS

  • In 2013-14, there were 83,106 offenders in Victoria, which represented a decrease of 5% (or 4,589 offenders) from 2012-13.
  • The (crude) offender rate decreased by 7% from 1,764 in 2012-13 to 1,641 offenders per 100,000 persons aged 10 years and over in 2013-14.

SEX

Between 2012-13 and 2013-14:
  • The number of male offenders decreased by 5% (or 3,343 offenders) to 65,907; and
  • The number of female offenders decreased by 7% (or 1,263 offenders) to 16,843.

AGE

Between 2012-13 and 2013-14:
  • The median age of offenders increased from 27 years to 28 years; and
  • The number of youth offenders decreased by 14% (or 2,668 offenders) from 19,691 to 17,023.
PRINCIPAL OFFENCE

In 2013-14, the five most common principal offences in Victoria were:
  • Acts intended to cause injury (16,238 offenders or 20% of the total);
  • Miscellaneous offences (13,372 offenders or 16% of the total);
  • Theft (13,135 offenders or 16% of the total);
  • Public order offences (11,850 offenders or 14% of the total); and
  • Illicit drug offences (8,676 offenders or 10% of the total).
    REPEAT OFFENDERS

    In 2013-14, 22% of offenders were proceeded against on two or more separate occasions within the year.

    POLICE PROCEEDINGS

    In 2013-14, the total number of police proceedings decreased by 3% (or 3,669 proceedings) from 2012-13.
    • Court actions increased by 6% (or 4,197 proceedings). Acts intended to cause injury was the most common offence proceeded against by court actions, accounting for 28% of all court actions (or 19,158 proceedings).
    • Non-court actions decreased by 13% (or 7,874 proceedings). Public order offences was the most common offence proceeded against by non-court actions, accounting for 33% of all non-court actions (or 17,457 proceedings).

    OTHER KEY POINTS

    In 2013-14 Victoria had:
    • The second largest percentage decrease of overall offenders (5% or 4,589 offenders), after Tasmania (9%, or 1,035 offenders);
    • The highest proportion of male offenders (79%, or 65,907 offenders); and
    • The largest decrease in youth offenders (14% or 2,668 offenders).
