Labour Statistics: Concepts, Sources and Methods was originally released in 2001 in both electronic and paper versions (cat. no. 6102.0). The paper publication will not be rereleased. However, the web version (cat. no. 6102.0.55.001) is being updated on an ongoing basis. This chapter was updated on 26 August, 2004.

INTRODUCTION

21.17.1 This survey provides information about the way people look for jobs, the methods they use and those which prove to be successful. Particular focus is on two key aspects: steps taken to find work, and barriers encountered in finding work. First conducted in 2002, the survey is conducted annually in July. The survey replaces the annual survey of Job Search Experience of Unemployed Persons conducted from 1976 to 2001 (see
Chapter 21.4) and the survey of Successful and Unsuccessful Job Search Experience, conducted irregularly from 1982 to 2001 (see Chapter 21.13). Data from the survey are used in formulating policies in areas such as labour market assistance, and control and review mechanisms for unemployment benefit payments.

21.17.2 This section describes only those aspects of the methodology that are unique to this survey, and hence should be used in conjunction with the overview part of this chapter, which outlines the survey methodology used in supplementary surveys.


SURVEY OUTPUT


21.17.3 Data from the survey are published in
Job Search Experience, Australia (cat. no. 6222.0). More detailed data are available on request.

21.17.4 The main populations of interest are the employed (at the survey date) who had started a job in the last 12 months, and persons unemployed at the survey date. Estimates include:

Socio-demographic informationSex, age, marital status, relationship in household, family, geographic region, educational attainment, birthplace and year of arrival in Australia.
Employed who started current job in
previous 12 months:
Whether out of work prior to starting job, whether first job ever held, number of jobs started in the previous 12 months, all steps taken to attain job, whether jobseeker approached employer, whether had prior knowledge that job was available, role of Job Network in job attainment, month started job, duration of looking for work before being offered job, occupation of current job, full-time or part-time status of current job, whether prefers to work more hours than usually works.
Unemployed personsNumber of jobs started in previous 12 months, whether looking for full-time or part-time work, number of hours of work sought, duration of current period of unemployment, steps taken to find work, whether registered with a Job Network employment agency, number of offers of employment in the current period of unemployment, difficulties in finding work, number of spells of looking for work in the previous 12 months, time spent looking for work in the previous 12 months, whether has ever worked, status in employment in last job, occupation of last job, industry of last job, whether worked full-time or part-time in last job, duration of last job, reason for ceasing last job.
SCOPE

21.17.5 The scope of this survey is restricted to persons aged 15 years and over. The standard scope restrictions for supplementary surveys outlined in the overview part of
Chapter 21 also apply to this survey.


COLLECTION METHODOLOGY


21.17.6 Personal interviews are used to collect information for the survey. Both face to face and telephone interviewing techniques are used.



DATA COMPARABILITY OVER TIME


21.17.7 In order to provide a high degree of consistency and comparability over time, changes to survey methods, survey concepts, data item definitions, frequency of collection, and analysis methods are made as infrequently as possible.


21.17.8 Changes in the earlier surveys (Job Search Experience of Unemployed Persons and Successful and Unsuccessful Job Search Experience) are discussed in Chapter 21.4 and Chapter 21.13 respectively.

2002Initial survey conducted (July). The survey replaced the annual survey, Job Search Experience of Unemployed Persons and the biennial survey, Successful and Unsuccessful Job Search Experience.

Employed persons who had started work in the past 12 months replaced the previous measure, persons who had started work for an employer for wages or salary in the past 12 months.
2003The item 'Active steps taken to find work' was replaced with 'All steps taken to find work'. Categories that appear in both years can be compared directly.

The derivation of 'Whether out of work prior to starting job' was changed (with all persons employed in their own business shown in a separate category).
