Introduction

The Australian and New Zealand Standard Commodity Classification (ANZSCC) is used to classify commodities (i.e., goods and services which are the outputs of industries) and has been developed for use in Australia and New Zealand for the collection and presentation of commodity statistics. It has replaced the Australian Standard Commodity Classification (ASCC).

The ANZSCC presents the commodities used in the collection and publication of ABS and Statistics New Zealand (SNZ) statistics for the agriculture, forestry, fishing, hunting and trapping, mining, manufacturing, building, construction, retail, wholesale and service industries as at 1993-94.

In the development of the ANZSCC, emphasis has been placed on alignment with international standards. The Central Product Classification (CPC) provides the basic structure of the classification and links are provided to the CPC and other international standard classifications wherever possible.

The current edition of the ANZSCC takes account of developments in both national and international classifications. All commodities are linked to the appropriate categories of the Australian and New Zealand Standard Industrial Classification (ANZSIC), the CPC, the Standard International Trade Classification (SITC) Revision 3 and the Harmonised System (HS). As any of these classifications are updated, so then will the links to them presented in the ANZSCC be updated.


Purpose of the classification

The purpose of the ANZSCC is to facilitate the use of commodity statistics by governments and private organisations in applications such as the analysis of market shares; analysis of the relationship between employment, industrial structure and tariff provisions; studies of import competition and replacement; submissions to the Productivity Commission; the compilation of input-output tables; and the conduct of trade and tariff negotiations.

The ANZSCC provides a framework within which all the goods and services produced in the Australian and New Zealand economies can be examined statistically. In so doing, it further improves:

      • comparability between production, import and export statistics
      • links between commodities and industries, and
      • comparability between Australian, New Zealand and other countries' statistics.

Like the CPC, the ANZSCC formally presents commodity categories for transportable goods and non-transportable goods and services within a complete classification. It presents both current ABS and SNZ collection items and the framework for items not currently collected. This approach is aimed at ensuring that the classification will accommodate future statistical requirements, as well as those identified at the time of the original release of the classification.

The links to the underlying international standard commodity classifications (the CPC, the HS and the SITC) are provided to aid both the determination of the scope of individual categories (via the explanatory notes to the HS and the CPC) and the level to which individual ANZSCC categories can be related to individual categories of those classifications.


Structure of the classification

In line with the recommendations of the CPC itself, the ANZSCC follows the structure of the CPC to its Group (three-digit) level with only three exceptions, required to meet local data availability and user requirements. All exceptions are either aggregations or disaggregations of CPC Groups.
