Funding from federal, state and local government accounted for just over a quarter of total income (27.1% or $1.5b). EXPENSES During the 2006-07 financial year, not-for-profit hospitals incurred $5.2b in expenses. The graph below shows that the main expense item for these organisations was labour costs, which accounted for 54.1% ($2.8b) of total expenses.
