Introduction

This information paper outlines changes to the presentation of the upcoming Australian National Accounts: State Accounts (cat. no. 5220.0) publication and accompanying time series spreadsheets for 2006–07.

Estimates of Gross State Product (GSP) compiled using the Production approach (GSP(P)) will be included in the State Accounts publication for the first time this year. Detailed information regarding the development and methodology of GSP(P) was provided in Information Paper: Gross State Product using the Production approach GSP(P), 2007 (cat. no. 5220.0.55.002) released on 14 September 2007.

The headline volume measure of GSP will also change and will be the simple average of the current Income/Expenditure measure (GSP(I/E)) and the new GSP(P) measure. GSP will be available for the complete time series, from 1989-90 onwards. Consequently, a statistical discrepancy (relative to GSP) will be included for both volume and current price estimates compiled using other approaches.

Details of changes to publication tables

Tables 1-4: Gross State Product
No change to existing format, however GSP will reflect the revised methodology.

Tables 5-22: Expenditure Components of Gross State Product, States and Australia, chain volume and current price measures
Similar to old Tables 5-22, however, in tables 5-20, GSP will reflect the revised methodology.
A Statistical discrepancy (E) will be included in tables 5-22 and will be calculated as the difference between the aggregate of the expenditure components and GSP.

Tables 23-31: Industry Gross Value Added, States and Australia, chain volume measures
New tables will be inserted to reflect the contribution of measures of GSP(P). They will include chain volume levels, percentage changes and contributions to growth in industry gross value added (GVA) for all states and Australia. The new tables are numbered as follows:

Table 23: Industry Gross Value Added, New South Wales - Chain volume measures.
Table 24: Industry Gross Value Added, Victoria - Chain volume measures.
Table 25: Industry Gross Value Added, Queensland - Chain volume measures
Table 26: Industry Gross Value Added, South Australia - Chain volume measures
Table 27: Industry Gross Value Added, Western Australia - Chain volume measures
Table 28: Industry Gross Value Added, Tasmania - Chain volume measures
Table 29: Industry Gross Value Added, Northern Territory - Chain volume measures
Table 30: Industry Gross Value Added, Australian Capital Territory - Chain volume measures
Table 31: Industry Gross Value Added, Australia - Chain volume measures

Also available in the time series spreadsheets will be industry gross value added current price levels, percentage changes and industry state shares to the Australian total.

Table 32: Income Components of Gross State Product, States and Australia, current prices
Similar to old table 23, however, GSP will reflect the revised methodology.
The Statistical discrepancy (I) will be calculated as the difference between the aggregate of the income components and GSP.

Tables 33-41: Total Factor Income by Industry and Principal Components, current prices
Similar to old tables 24-32, however, the estimate for General Government - Gross operating surplus will no longer be published. This is because the General Government Gross operating surplus will now be allocated to individual industries. The tables will be re-numbered as follows:

Table 42: Agricultural income, Current prices
Identical to old Table 43.

Table 43: Gross Household Income and Gross Household Disposable Income, current prices
Identical to old Table 33.

Old Tables 34-42: Household Income Account, current prices
Old Tables 34-42 will no longer be available in the publication but the data will still be available in electronic format in time series spreadsheet Tables 12-20.

No change to existing format, however, GSP will reflect the revised methodology.


Tables 2-10: Expenditure, Income and Industry Components of Gross State Product, by State (Australia), Chain volume measures and current prices
Similar to old time series spreadsheets Tables 2-10, however, GSP will reflect the revised methodology.
A Statistical discrepancy (E) will be included between the rows 'All sectors; Balancing item' and 'All sectors; Gross state (domestic) product' for both the chain volume and current price measures in each state (Australian) spreadsheet.

The new GSP(P) series will be added to the bottom of each spreadsheet in the following order:

Industry GVA level, by industry, chain volume measure
Industry GVA percentage change, by industry, chain volume measure
Industry GVA contribution to change, by industry, chain volume measure
Industry GVA level, by industry, current prices
Industry GVA percentage change, by industry, current prices
Industry GVA industry state shares to the Australian total, current prices

Table 11: Agricultural Income, All States: Current prices
Identical to old time series Table 20.

Tables 12-20: Household Income Account and Per Capita, by State (Australia): Current prices
Identical to old time series Tables 11-19.
