    OVERVIEW

    The Persons Who Re-entered the Labour Force survey collects information on the number and characteristics of re-entrants and their reasons for returning to the labour force. The survey was last run in 1995, after which it was discontinued due to low user demand.

    PURPOSE

    The survey is useful for examining labour market flows. It is used by agencies in labour market policy formation and for forecasting purposes. The data can be used to test whether there is a greater propensity for migrants to become discouraged during economic downturn.

    SCOPE

    This survey is conducted as part of the Monthly Population Survey, which comprises the Labour Force Survey and, in most months, a supplementary survey topic.

    SCOPE - Labour Force Survey

    The Labour Force Survey includes all persons aged 15 and over except:

    • members of the permanent defence forces;
    • certain diplomatic personnel of overseas governments, customarily excluded from census and estimated populations;
    • overseas residents in Australia; and
    • members of non-Australian defence forces (and their dependants) stationed in Australia.

    From July 1993 Jervis Bay Territory is also excluded from the scope of the survey. Before July 1993 it was included in estimates for the Australian Capital Territory.

    SCOPE - Persons Who Had Re-entered the Labour Force Survey

    The scope of this survey was the same as that used for the Labour Force Survey (above), except that it is restricted to persons who had re-entered the labour force at some time in the previous 12 months. Students at boarding school, some patients in hospitals and sanatoriums and inmates of reformatories, goals, etc., persons aged 15 to 20 still at school were also excluded.

    From July 1997, all supplementary surveys excluded persons in remote and sparsely settled areas of Australia. The exclusion of these persons has only a minor effect on estimates for individual States or Territories.

    COVERAGE - Labour Force Survey

    In the Labour Force Survey, coverage rules are applied which aim to ensure that each person is associated with only one dwelling, and hence has only one chance of selection. The chance of a person being enumerated at two separate dwellings in the one survey is considered to be negligible.

    Persons who are away from their usual residence for six weeks or less at the time of interview are enumerated at their usual residence (relevant information may be obtained from other usual residents present at the time of the survey).

    Data is collected on the number and characteristics of persons returning to the labour force and their reason for doing so.

    Results of the survey including data tables and analysis were released in publication format, and include the following tables:

    Persons aged 15 and over

    • Summary of labour force activity and whether re-entered the labour force

    Persons who were in the labour force at time of interview but not in the labour force 12 months ago

    • Selected characteristics and previous work history

    Persons who were in the labour force at time of interview but not in the labour force 12 months ago and had worked continuously for at least 12 months at some earlier time

    • Selected characteristics of previous job, whether working or looking for work at time of interview and period not in the labour force

    Persons who had re-entered the labour force

    • Selected characteristics and whether working or looking for work
    • Occupation in previous job, main activity while not in the labour force since previous job, main reason for wanting to work again and time since previous job

    Persons who re-entered the labour force and were working

    • Selected characteristics and whether full-time or part-time workers

    Persons who had re-entered the labour force and were working as employees

    • Main reason for wanting to work again, method of job attainment, usual gross weekly pay, time since previous job and whether full-time or part-time workers

    Classifications

    Demographics : State, Area, Region, Sex, Marital Status, Relationship in Household, Birthplace and Period of Arrival, Age.

    Educational attainment: Australian Bureau of Statistics Classification of Qualifications (ABSCQ).

    Occupation: Australian Standard Classification of Occupations First Edition (ASCO FE).

    COLLECTION HISTORY

    This survey was first conducted in May 1985, then again in May 1987, 1990 and 1993.

    In 1995 the Standard Data Service replaced publication. There were also some definitional changes (Relationship in household).
