42. This section provides classifications and definitions for the components of the three Framework elements: the consumer, the product and the supplier.

43. The coding system adopted for the classifications in the Framework uses a hierarchical structure. The number of digits in the code indicates the level of detail. At the top (and broadest) level, category codes contain one digit. Each subsequent level provides greater detail and is identified by a code number with an additional digit to the level above it. The level of detail which is appropriate for use in any statistical collection will depend on the circumstances of the particular collection being considered.
