PREFACE: POLICY CONTEXT - TRANSPORT

Understanding the key trends and pressures facing transport systems is central to ensuring the effective and efficient development of plans, programs and services. Understanding the behavioural decisions underpinning commuting patterns can facilitate the development of transport policies and programs, enabling detailed consideration of options and possible solutions by planners and service providers.

The Household Water and Energy Use, Victoria, October 2011 survey provides a statistical understanding of the main reasons transport customers select public or private modes and their frequency of use. These estimates can be compared and contrasted with:

    • other administrative data sources available to policy makers, including from the sale of public transport fares and surveys of customer satisfaction and fare compliance conducted by transport operators; and
    • the Journey to Work data which will be available in the forthcoming second data release of the ABS 2011 Census of Population and Housing.
