Feature Article - Survey of tourist accommodation break in time series


INTRODUCTION

The ABS has identified 132 hotels, motels and guest houses and serviced apartments which have been operating for a number of quarters but were not on the Survey of Tourist Accommodation (STA) frame. These additional establishments have been included in the STA from the June quarter 2003.

The addition of the 132 tourism establishments has resulted in a break in time series between the March and June quarters 2003. The impact of the break in time series is explained in the Appendix of the June quarter 2003 national publication of the STA (Tourist Accommodation, Australia cat. no. 8635.0).

FACTORS

As detailed in the Appendix, the ABS has developed factors which can be used to adjust the level of the series prior to June quarter 2003 to take account of the missing 132 establishments. There factors should be used when calculating percentage changes over time.

The factors were calculated by dividing June quarter 2003 figures including the 132 additional establishments, by the June quarter 2003 figures excluding the additional establishments.

Most of these factors are contained in the Appendix of the June quarter 2003 publication, however additional factors have been created for selected states. These factors can be used for the series 'Rest of state (excluding capital city)'. Factors at this level are only releasable for the states of: New South Wales, Victoria, Queensland and Western Australia.

ESTABLISHMENTS BY QUARTER

Although the additional 132 establishments were added to the STA frame in the June quarter 2003, they actually commenced operation prior to this time period.

Table 2 shows, for Australia, the 132 establishments distributed by quarter for the separate activity types of hotels, motels and guest houses and serviced apartments. For example, in December quarter 2002, there were an additional 129 establishments which should have been included on the STA frame but were not. In September quarter 2000 an additional 40 establishments should have been included on the STA frame.

The attached spreadsheet shows the additional 132 establishments distributed by quarter at the state/territory and Tourism Region level. This information is provided for hotels, motels and guest houses and serviced apartments combined.


BACKCASTING

To assist understanding of the impact the additional establishments would have had on data for previous quarters, backcast data at the national level for hotels, motels and guest houses and serviced apartments combined for each of the quarters back to December 1999 are presented in Table 3. Data are presented for the items of guest rooms, room nights occupied, takings from accommodation and room occupancy rates.

Table 3 shows the effect of the additional establishments over time. The difference between the backcast and originally published takings from accommodation data for December quarter 1999 was 0.55%. By March quarter 2003 this difference had grown to 2.97%.
