This group covers R&D directed towards improving the activities associated with the development of construction projects to the sketch plan stage.
It includes:

urban and regional planning;
planning of transport systems;
environmental impact studies; and
conceptual architectural design and project funding.

This group has six objectives:

Exclusions:
a) Detailed architectural design is included in Group 8702 Construction Design.
b) Transport planning unrelated to urban planning is included in Division 88 Transport.
c) Heritage aspects of urban and regional planning are included in Group 9503 Heritage.
d) Rural and urban land and water policy and evaluation are included in Groups 9606 Environmental and Natural Resource Evaluation and 9607 Environmental Policy, Legislation and Standards.
