SERVICE PROVIDER COVERAGE

There are two types of service provider counts produced for the 2012 National Early Childhood Education and Care (ECEC) Collection. These are presented in Tables A1 and A2 below.


Table A1 - Census count

The census count represents the number of service providers from which data was published for the 2012 National ECEC Collection. The 2012 census count was developed by processing service provider information from 2012 state and territory ECEC collections and the 2012 Child Care Management System (CCMS) data submission. The census count excludes service providers sourced from the National Preschool Census (NPC) as no NPC child episodes were included in the 2012 National ECEC Collection. Service provider data from the different data sources were compared and service provider characteristics were updated to make use of the best available data. Where the same service provider was located within multiple data files, duplicated records of the same service provider were removed. A change in methodology from the 2011 collection has resulted in some movements across service activity type to reflect more accurately the main activity type occurring at a service provider. For the 2012 census count, where a service provider was categorised as a ‘Preschool’ within a state or territory collection but concurrently categorised as ‘Long day care’ within the CCMS collection, the service activity type ‘Long day care with a preschool program' was adopted. This has resulted in a number of services being re-classified from 'Preschool' to 'Long day care with a preschool program' within the overall population of service providers in the census count. The census count of service providers published in Table A1 relates directly to the published episode and child statistics. For further information please refer to the National ECEC Collection: Concepts, Sources and Methods, 2012 (cat. no 4240.0.55.001).

Care should be taken when comparing Table A1 in 2012 with the same table published for 2011. Due to the improved categorisation of service providers, data in 2012 are not directly comparable with previous cycles.

Table A2 - Population count

The population count represents the estimate of all service providers known to have delivered a preschool program in 2012. The 2012 population count was developed by processing service provider information from state and territory data sourced from the 2012 state and territory ECEC collections, the 2012 CCMS data submission and the 2012 NPC. Inclusion of the 2012 NPC within the population count assists in the estimation of service provider under-coverage within the 2012 National ECEC Collection. Data from the different sources were compared and service provider characteristics were updated to make use of the best available data.
