All rates in this data cube are 'apparent' in that they are calculated based on total cohort populations rather than 'actual' rates that would result from direct measurement of the movement of each individual student through the school system. As such these rates are subject to statistical errors. These errors can be very large, particularly where the rate pertains to a relatively small population.
