SCOPE

The 2012-13 National Aboriginal and Torres Strait Islander Health Survey (NATSIHS) and National Aboriginal and Torres Strait Islander Nutrition and Physical Activity Survey (NATSINPAS) collected information by face-to-face interview from Aboriginal and Torres Strait Islander people who were usual residents of private dwellings in non-remote and remote (incl. very remote) areas of Australia. Aboriginal and Torres Strait Islander persons in scope of the survey were those identified by an adult within each sampled private dwelling as a usual resident of that dwelling. Private dwellings are defined as a house, flat, home unit, caravan, garage, tent and any other structure being used as a private place of residence at the time of the survey. In remote areas, private dwellings also include temporary housing such as shelters and humpies.

The surveys excluded:

  • non-Indigenous persons from the scope of the personal interview, however, non-Indigenous usual residents of an Aboriginal and/or Torres Strait Islander household were included on the household form
  • short-term visitors within a household (i.e. those staying for less than six months)
  • non-Australian diplomats, non-Australian diplomatic staff and non-Australian members of their household
  • members of non-Australian defence forces stationed in Australia and their dependants
  • overseas visitors (i.e. people whose usual place of residence is outside Australia)
  • people in Special Dwellings (i.e. people whose usual place of residence is a hotel, motel, hostel, hospital, short-stay caravan park, prison or any other correctional facility)
  • households where all residents are less than 18 years of age
  • students at boarding school.

In the 2012-13 NATSIHS and NATSINPAS, only Aboriginal and Torres Strait Islander households were considered in scope of the survey. An Aboriginal and Torres Strait Islander household was defined as a household where at least one person of Aboriginal and/or Torres Strait Islander origin was usually resident (including children). Households selected in non-community areas were screened to identify Aboriginal and Torres Strait Islander households for inclusion in the NATSIHS or NATSINPAS samples. Non-Indigenous persons were not eligible for selection in the NATSIHS or NATSINPAS samples, although if they were the parent or guardian of an Aboriginal and/or Torres Strait Islander child they could have acted as spokesperson for the child (referred to as the child proxy). They may also have acted as the household spokesperson.

Coverage exclusions

In addition to specific survey scope exclusions, to manage enumeration costs there were coverage exclusions applied to the sampling frame to exclude some people who were part of the in-scope population (for more details on the sampling frame, see Sample design and selection page). These coverage exclusions included:
  • Statistical Areas Level 1 (SA1s), or Collection Districts (CDs) in the Northern Territory (NT) with no Aboriginal and Torres Strait Islander households
  • Some discrete Aboriginal and Torres Strait Islander Communities with a small number of Aboriginal and Torres Strait Islander households
  • Some SA1s or CDs in the NT, in remote areas with a small number of Aboriginal and Torres Strait Islander households.

These coverage exclusions result in an estimated undercoverage of approximately 4% of Aboriginal and Torres Strait Islander persons in Australia. Although these areas were not enumerated, the final sample was weighted to population benchmarks to account for these exclusions.
