    OVERVIEW

    This survey collected information on the demographic and financial characteristics of people who invest in residential rental property in Australia, and the characteristics of their most recently acquired properties. The survey, undertaken in June 1997, also sought information on reasons for investment. The survey had previously been conducted in July 1993.

    PURPOSE

    The Rental Investors survey was conducted in response to users' requirements for better information to provide them with an understanding of the private rental housing supply mechanisms. The Rental Investors topic was included in the MPS program to help meet concerns about the supply of affordable rental accommodation.

    Users of housing statistics asked the ABS to determine the characteristics of people owning or purchasing rental dwellings, and to ask these people how they became rental investors. Information collected from the survey is used to develop policies to encourage the private sector to invest in rental property at the low cost end of the market.

    It is important to note that the survey only collects information from households which own rental properties directly or through family companies, trusts and the like. Rental properties owned by corporations, non-profit institutions, etc are not in scope of the survey.

    SCOPE

    Scope

    1. Geographical areas

    The survey covered both rural and urban areas in all States and Territories.

    2. Dwellings

    The survey covered persons in census defined private dwellings only. Private dwellings are houses, flats, home units, garages, tents and any other structures used as private places of residence at the time of the survey. People in long term caravan parks were also included in the survey. Persons in special dwellings such as hotels, boarding houses, construction camps etc. were excluded.

    3. Persons

    All Australian private dwelling residents with the following exclusions:

    certain diplomatic personnel of overseas governments customarily excluded from census and estimated populations;

    overseas residents in Australia;

    members of non-Australian defence forces (and their dependants) stationed in Australia;

    members of the permanent defence forces;

    people in indigenous and sparse strata;

    people less than 15 years of age.

    Jervis Bay Territory is also excluded from the scope of the survey. (Before July 1993 it was included in estimates for the Australian Capital Territory).

    After these people were excluded, the number of people in scope for the survey was estimated at 14,278,204.

    Coverage

    The following in scope persons were not covered in the survey:

    all persons 15-17 years of age,

    full-time students aged 18-19 years at time of interview,

    visitors.

Information is available for Australia, States and Territories, and for all capital cities.
