    OVERVIEW
    The monthly collections seek to measure the number and value of commitments by all Australian-resident lending institutions.The survey frame comprises all authorised deposit-taking institutions (ADIs), registered financial corporations (RFCs), and is supplemented by other known significant lending institutions such as securitisation vehicles, general government enterprises, insurance companies and superannuation funds and institutions subject to state government regulation. Authorised deposit-taking institutions (ADIs) comprise banks authorised under the Banking Act of 1959, permanent building societies, credit unions and specialised credit card institutions (SCCIs). Registered financial corporations (RFCs) are corporations registered as Category D Money Market Corporations or 'Other' under the Financial Sector (Collection of Data) Act 2001.

    The following forms are used for these Collections:
    1. Commercial Finance (CF1)
    2. Housing Finance for Owner Occupation (HF1)
    3. Lease Finance (LF1)
    4. Personal Finance (PF1)

    PURPOSE
    The collections provide statistics for leading indicators of economic activity. The two publications Housing Finance, Australia (cat.no. 5609.0) and Lending Finance, Australia (cat. no. 5671.0) are categorised as Class 2 Main Economic Indicators. Users of the statistics include the main financial policy agencies, including the Department of Treasury and the Reserve Bank of Australia, and financial institutions. Industry associations, analysts and State and Territory Treasuries are also extensive users of the lending statistics which are used for policy decision making and analysis of monetary, fiscal and other policy outcomes.

    SCOPE
    The monthly collections seek to measure the number and value of commitments by all Australian-resident lending institutions to borrowers. The survey covers all authorised deposit-taking institutions (ADIs), registered financial corporations (RFCs), and is supplemented by other known significant lending institutions such as securitisation vehicles, general government enterprises, insurance companies and superannuation funds and institutions subject to state government regulation. Authorised deposit-taking institutions (ADIs) comprise banks authorised under the Banking Act of 1959, permanent building societies, credit unions and specialised credit card institutions (SCCIs). Registered financial corporations (RFCs) are corporations registered as Category D Money Market Corporations or 'Other' under the Financial Sector (Collection of Data) Act 2001.

    Coverage is a minimum of 95% of Australian Lending activity, 90% of State level activity, and 70% of published all Lender Type activity.

    DATA DETAIL

    Conceptual framework
    The monthly collections seek to measure the number and value of commitments by all Australian-resident lending institutions to borrowers. A finance commitment is defined in the forms as a firm offer of finance which has been accepted by the client. For a finance commitment to have been made a loan contract must have been signed, or be about to be signed. Commitments should only be reported by lenders where they are the legal lender on the loan contract.The survey covers all authorised deposit-taking institutions (ADIs), registered financial corporations (RFCs), and is supplemented by other known significant lending institutions such as securitisation vehicles, general government enterprises, insurance companies and superannuation funds and institutions subject to state government regulation. Authorised deposit-taking institutions (ADIs) comprise banks authorised under the Banking Act of 1959, permanent building societies, credit unions and specialised credit card institutions (SCCIs). Registered financial corporations (RFCs) are corporations registered as Category D Money Market Corporations or 'Other' under the Financial Sector (Collection of Data) Act 2001.

    The forms (CF1, HF1, LF1, PF1) largely sit outside the SNA boundary and concepts.

    Classifications
    Lender types are classified according to APRA registrations of Authorised Deposit-taking Institutions (ADIs) and Registered Financial Corporations (RFCs). Lender types are: Banks; Permanent Building societies; Credit unions/cooperative credit societies; Securitisation vehicles; and Other lenders n.e.c.. Banks; Permanent Building societies; Credit unions/cooperative credit societies are components of the grouping Authorised Deposit-taking Institutions (ADIs).

    COLLECTION HISTORY

For banks, credit cooperatives, building societies and RFCs, the statistics are currently derived from returns submitted to the Australian Prudential Regulation Authority (APRA). The Financial Sector (Collection of Data) Act 2001 facilitates the collection of statistical data from the financial sector, with APRA established as the central point for collection of both prudential and statistical data. In October 2001, APRA implemented new reporting forms for building societies and credit cooperatives. New reporting forms were implemented for banks in March 2002, and for RFCs in March 2003. APRA commenced collecting loan commitments data from banks, credit cooperatives and building societies in July 2002, and from RFCs in March 2003.

Until 2002, the monthly surveys collected auxiliary information through the Annual Coverage Collection. The collection conducted for the 2001 reference period was the final collection.
Data for banks, credit cooperatives, building societies (from July 2002) and from RFCs (from March 2003) are derived from returns submitted to APRA. All other institutions, including securitisation vehicles, are collected directly by the ABS.

Some series are available from October 1975, others from January 1985.
