APPENDIX D: ISS CASH INCOME MODULES


The modules used to collect cash income data in the Indigenous Social Survey (ISS) are based on the Basic module used in the General Social Survey (GSS). Community Development Employment Project (CDEP) is an additional response category in Q6 and Q15, and ABSTUDY is added to Q12. It comprises 8 questions, plus sequence guides and data entry fields. It is designed for Computer Assisted Personal Interviewing, but may be adapted for a paper and pencil instrument. Due to the use of prompt cards, it is not suitable for telephone interviewing. Prompt cards list the response categories for the question. In the first question module in this document the response options are shown below the question.

This is essentially the Basic module and is recommended wherever a measure of economic well-being is required in a collection specifically targeting the Indigenous population, particularly when 'Principal source of cash income' is an output item or where disaggregation of Australian government transfer payments may be necessary.

Note that because Q2 collects Unincorporated business and Property cash income for last financial year and Q6 explicitly excludes receipts from these sources for the current period, it is possible for a respondent whose only income last financial year was from a source collected on a current basis in Q6 and whose only current income is from a source collected at Q2 to appear to have no income. By the same token, a respondent whose only income last financial year was from a source collected at Q2 and whose only current income is from a source collected at Q6 may appear to have 'current' income from both sets of sources.

The question module used in the 2002 Indigenous Social Survey (ISS) in remote communities is structured quite differently from other cash income question modules. Like the non-remote ISS module, it provides for specific aspects of Labour force participation (Community Development Employment Projects (CDEP)) in Indigenous communities and specific entitlements for Indigenous students (ABSTUDY). It is structured in the form of seven questions plus sequence guides and data entry fields. In reality, it comprises a single question with five response categories. The interviewer is directed to collect the gross amount and applicable period for any response category eliciting a 'yes' response. Where the respondent receives an 'Other government pension or allowance', answering 'yes' to Q5, the name of the payment is collected at Q8. It is designed for Computer Assisted Personal Interviewing, but may be adapted for a paper and pencil instrument. This module is not recommended for use outside of its intended context, for administration in remote Indigenous communities as part of the ISS.
