This paper presents an assessment of various methods for adjusting incomplete Aboriginal and Torres Strait Islander (Indigenous) death registration data for use with the latest available estimates of the Aboriginal and Torres Strait Islander population so as to compile Indigenous life tables and life expectancy estimates. The paper describes the methods considered and the results of the analysis (including the resulting life expectancy estimates). It also describes the limitations including sensitivity analysis of the various methods. An ABS preferred approach is presented, although given the limitations of the available data, the estimates will continue to be considered experimental. The purpose of the discussion paper is to provide an opportunity for stakeholders to provide feedback on the topic to ensure all issues are adequately considered before finalising the experimental Indigenous life tables and life expectancy estimates in early 2009.
