    OVERVIEW

    The Retirement and Retirement Intentions survey collects information about the retirement and retirement intentions of persons aged 45 years and over.

    PURPOSE

    Data from the survey are used to examine changes in retirement trends over time and the income arrangements retirees and potential retirees have made to provide for their retirement. Data are used primarily in the development and review of income support and superannuation policies.

    SCOPE

    This survey is conducted as part of the Monthly Population Survey, which comprises the Labour Force Survey and a supplementary survey topic.

    SCOPE -- Labour Force Survey

    The Labour Force Survey includes all usual residents of Australia aged 15 and over except:

    • members of the permanent defence forces;
    • certain diplomatic personnel of overseas governments, customarily excluded from census and estimated populations;
    • overseas residents in Australia; and
    • members of non-Australian defence forces (and their dependants) stationed in Australia.

    From July 1993 Jervis Bay Territory is also excluded from the scope of the survey. Before July 1993 it was included in estimates for the Australian Capital Territory.

    SCOPE - MPHS

    In addition to those already excluded from the Labour Force Survey, the following persons are excluded from MPHS:

    • persons living in private dwellings in very remote part of Australia;
    • people under the age of 18 years
    • people living in non-private dwellings such as hotels, university residences, students at boarding school pupils, patients in hospitals, residents of homes (eg retirement homes, homes for people with disabilities), and inmates of prisons
    • visitors to private dwellings.

    COVERAGE - Labour Force Survey

    Coverage rules are applied to ensure that each person is associated with only one dwelling, and hence has only one chance of selection. The chance of a person being enumerated at two separate dwellings in the one survey is considered to be negligible. Persons who are away from their usual residence for six weeks or less at the time of interview are enumerated at their usual residence (relevant information may be obtained from other usual residents present at the time of the survey).

    Conceptual framework

    The Retirement and Retirement Intentions survey relate to persons aged 45 years and over. The main populations of interest are persons who have retired from full-time work, persons who have retired from the labour force, and the retirement intentions of persons still working.

    Main outputs

    Data from the survey are published in Retirement and Retirement Intentions, Australia (cat. no. 6238.0). An expanded Confidentialised Unit Record File (CURF) will be made available from the 2004–05 Multi Purpose Household Survey via the Remote Access Data Laboratory (RADL). Other estimates are available on request.

    The survey collects information about the retirement and retirement intentions of people aged 45 years and over who have, at some time, worked for two weeks or more. Estimates are available on an original basis only (i.e. not seasonally adjusted) and include:

      Socio-demographic information
    Sex, age, marital status, relationship in household, whether household has children aged under 15 years, state or territory of usual residence, country of birth and period of arrival in Australia, education (e.g. level of highest educational attainment) and income (e.g. weekly gross income, sources of income, partner's income and household income).
      People who have retired from the labour force
    Details of last job (e.g. full-time or part-time status, status in employment, occupation, industry, reason for ceasing last job), age at retirement from the labour force, time since retirement, sources of income at retirement, details about superannuation (e.g. whether contributed to a superannuation scheme, time contributing, methods of disbursement of lump sum payment).
      People who intend to retire from the labour force
    Details of current job (e.g. full-time or part-time status, status in employment, occupation, industry), age intends to retire, expected time until retirement, factors influencing decision about when to retire from the labour force, expected sources of income at retirement, previous retirement status (whether had previously retired from work or not), reasons for returning to work (for those who had previously retired) and details about superannuation (e.g. whether contributed to a superannuation scheme, time contributing).

      Frequency comments

      The combined survey (Retirement & Retirement Intentions) was first conducted in 1980. Since then it has been collected in 1986, 1992, 1994 and 1997. Retirement was also collected in 1983 and Retirement Intentions in 1984.

      In 2004/05 it was collected as part of the Multipurpose Household Survey (MPHS). It will be collected every 2 years.



      COLLECTION HISTORY

      The Retirement and Retirement Intentions topic is included in the Multi Purpose Household Survey (MPHS) every two years, beginning with 2004-05. Data on retirement and retirement intentions were previously collected in a survey conducted as a supplement to the Labour Force Survey. The Retirement and Retirement Intentions supplementary survey was conducted on an irregular basis between 1980 and 1997.
      1980 - 'Persons Aged 50 - 69 years Ceasing Full-time work' was introduced in May. Both Retirement and Retirement Intentions data was collected

      1983 - Name of publication to 'Persons Retired from Full-time work'. Retirement data only collected (September)

      1984 - Retirement Intentions data only collected (September)

      1986 - Estimates based on revised Labour Force Questionnaire. Name of publication changed to 'Retirement and Retirement Intentions'. Housing arrangements details collected separately for each person

      1994 - Standard Data Service replaced publication format. Sample reduced to 7/8 of Labour Force sample

      1997 - Publication format replaced Standard Data Service format. Sample reduced to 6/8 of the Labour Force sample

      2004/05 - The retirement and retirement intentions topic is included in the Multi-Purpose Household Survey (MPHS) over the financial year (previous surveys have just been a supplement survey run over 1 month).       - Significant conceptual changes have been made which affects time-series analysis. For instance 'retired from the labour force' is defined as 'persons who had previously worked for two weeks or more and had retired from work or looking for work, and did not intend to look for, or take up, work at any time in the future'. In the 1997 issue, this concept was defined as 'persons who had retired from work or looking for work of more than 10 hours per week, and did not intend to work in the future. These people are considered fully retired. Persons who have never worked more than 10 hours were also treated as fully retired'.
