OVERVIEW
Collection is conducted to meet internal and funding client needs.
PURPOSE
To collect quantity of sales/transfers out of flour, dissected into nine categories of destination (export vs local use) and end use (local use only). Total domestic disposition of flour is required for compilation of the Apparent Consumption of Foodstuffs series.
SCOPE
Population is defined by the client: all Enterprise Groups engaged (whether as their primary or secondary activity) in manufacture of wheaten flour.

COLLECTION HISTORY
Data were collected by the Bread Research Institute (BRI), an industry funded body, for reference years 1976-77 to 1992-93. The ABS had access to this series to obtain data needed to measure apparent consumption of flour. As a result of various concerns, the industry body approached ABS in 1995 about commissioning it in lieu of the BRI to conduct the survey. Funding commitments were given. By that stage ABS did not regard collection of 1993-94 data as feasible, but agreed to collect 1994-95 and 1995-96 data on the one form. Collection has continued annually since then. From 1998-99 cycle the collection is adopting the Australian & New Zealand Standard Commodity Classification (ANZSCC), replacing the now superseded Australian Standard Commodity Classification (ASCC).
