7.16. Communications services cover three main categories of international communications transactions between residents and non-residents:

      • telecommunications services, which encompass the transmission of sound or images, or other information, by telephone, telex, telegram, cable, broadcasting, satellite, electronic mail, facsimile services etc., and include business network services, teleconferencing and support services;
      • postal services rendered by national postal administrations; and
      • courier services provided by specific courier operators which concentrate on express and door-to-door delivery. International transport services contracted by couriers, such as courier services for mail undertaken by air companies, and the storage of goods and related services, are included in transportation services
