The Australian Public Service Commission conducted a capability review of the ABS in December 2013. The review focused on leadership, strategy and delivery capabilities within the ABS. It provided insightful and independent observations on the issues the ABS faces as an organisation. In response to the review, the ABS created a Capability Action Plan outlining the actions to be undertaken to address the review recommendations.
The review concluded that the ABS is well positioned to achieve one of the most fundamental change programs of its 109 year history. The review also noted ABS employees are highly skilled, engaged and committed. However, the review found that for the ABS to thrive and remain relevant it must drive change well beyond transformation of processes and systems. ABS culture and values need to be challenged and refreshed. The ABS needs to be a more agile, diverse and flexible organisation, focussed on performance and the building of healthy stakeholder relationships with the objective of maximising the value of Government-held information.
