MARCH QUARTER 2013 KEY FIGURES: ALL LEVELS OF GOVERNMENT


In the March quarter 2013:

  • Taxation revenue decreased 2.9% to $102,527m.
  • General government sector expenditure exceeded revenue resulting in a GFS net operating balance of –$4,676m.
  • The GFS net lending(+)/borrowing(–) position for the general government sector was –$7,967m.

QUARTERLY NATIONAL ACCOUNTS PUBLIC SECTOR MEASURES – KEY FIGURES

The table below includes the key public sector aggregates for the March quarter 2013 which will be included in the Australian National Accounts: National Income, Expenditure and Product (cat. no. 5206.0). The key figures shown include Government Final Consumption Expenditure for general government and Gross Fixed Capital Formation for general government and public corporations, seasonally adjusted in current prices and chain volume terms.

In the March quarter 2013:
  • In seasonally adjusted chain volume terms, total general government final consumption expenditure increased by $353m, a rise of 0.5% compared with December quarter 2012.
  • Total general government gross fixed capital formation, in seasonally adjusted chain volume terms, increased by 3.9%.

MARCH QUARTER 2013 GFS RELEASE

This release presents quarterly government finance statistics on an accrual accounting basis. All tables are presented in GFS operating statement format and are for the general government sector, with the exception of Table 2 which presents data for the public non–financial corporations sector.

Quarterly GFS are released for the current financial year only, other than in the September quarter, when the quarters of the previous financial year are presented. Users requiring data for earlier periods should consult Government Finance Statistics, Australia (cat. no. 5512.0). The latest issue (2011–12) was released on 30 April 2013. Final annual GFS results for 2012–13 are scheduled for release by the ABS in April 2014.

Due to delays in supply from the Victorian Department of Treasury and Finance (Victorian DTF), Victorian General Government data for the March Quarter 2013 has been estimated by the ABS using best available sources with assistance from the Victorian DTF. This data is used in compiling the tables contained in the Main Features, Table 1 All Levels of Government - General Government, and Table 4 Total State and Local. These estimates should be interpreted with care.

LARGE CAPITAL PROJECTS

The public non-financial corporations sector took ownership of some large capital projects that were completed during the December quarter 2012.


EMISSIONS REDUCTION SCHEMES

The ABS released an Information Paper: Recording Emissions Reduction Schemes in ABS Statistics (cat. no. 5257.0.55.001) on 30 July 2012. This information paper summarises the nature and statistical treatment of emissions permit measures introduced under the Clean Energy Act 2011 and other greenhouse gas schemes currently in operation in Australia (including the Commonwealth Renewable Energy Target (RET) and the Carbon Farming Initiative).

The Australian System of Government Finance Statistics: Concepts, Sources and Methods (cat. no. 5514.0) was updated on 20 November 2012 to include details of the ABS implementation of emission reduction schemes in GFS.

Emission reduction scheme data are included in relevant GFS aggregates commencing with the September quarter 2012, with data for the Renewable Energy Certificates issued under the RET backcast in the time series. Separate data series for emission reduction schemes are not available.


FORTHCOMING ISSUES

The release of GFS quarterly data is usually coordinated to be the day before the respective issue of Australian National Accounts: National Income, Expenditure and Product (cat. no. 5206.0). The scheduled release dates for the next two issues are:
