KiDS supports Community Services staff in their day-to-day work, facilitates information needs and records client relationships. Description KiDS is primarily a system to support Child Protection Services in New South Wales. Therefore, its focus is children who may be experiencing child protection issues rather than victims of domestic violence. They reflect where police have noted these issues are present in the household, and do not necessarily indicate that the child is a direct victim of these issues/offences.
2 Community Services records relationships to the child where Domestic Violence is an issue. For example, a perpetrator may be identified as a “person causing harm” to a child if that child is exposed to FDV (even though that child may not be the primary victim). However, the relationship between the perpetrator and the primary victim of domestic violence will not be directly recorded in KiDS. Definition of Family and Domestic Violence Family and Domestic Violence is defined according to the “New South Wales Interagency Guidelines for Child Protection Intervention” as follows: Domestic violence is violence, abuse and intimidatory behaviour perpetrated by one person against another in a personal, intimate relationship. It is partnership violence that includes violence perpetrated when couples are separated or divorced. Acts of domestic violence are mainly but not only perpetrated by men against women within heterosexual relationships but can also occur within same sex relationships. Domestic violence occurs between two people where one has power over the other causing fear, physical and/or psychological harm. Children and young people may experience harm, by being in the presence of or by being exposed to violence in the parental relationship, by becoming the victims of violence or a combination of the two. Domestic violence is recorded on the KiDS system where it is experienced in a household relating to issues of Child protection. The type of abuse relates to the child, not the primary victim of the domestic violence. All aspects of FDV may be captured by this database, however, while the primary victim of domestic violence may be experiencing physical abuse, the type of abuse recorded in KiDS will often be Psychological/ Emotion abuse as this is the impact on the child of witnessing the violence between adults in the household. Collection methodology New South Wales has a single state-wide centralised reporting system, the Child Protection Helpline, for receiving reports about children and young people who may be at risk of significant harm, and requests for assistance. Information is primarily received by phone, fax and electronic reporting (eReporting). KiDS is used on a daily basis by caseworkers to record data and to provide a single repository of information that is accessible state-wide. Key decision points of the child protection process are captured on KiDS, as well as detailed information about children and young people placed in out-of-home care. This database also has the ability to capture information about significant people in the lives of the children and young people; e.g. parents, carers, relatives, professionals and other significant people in the child’s life. Scope / target population This database captures information about children and young people who are reported to Community Services because there is concern about their on-going welfare and safety.
