ABOUT THIS ELECTRONIC RELEASE

This electronic release presents quarterly government finance statistics (GFS) on an accrual accounting basis. All tables are presented in GFS operating statement format for the general government sector, with the exception of Table 2 which presents data for the public non-financial corporations sector.

Quarterly GFS are released for the current financial year only, other than in the September quarter, when the quarters of the previous year are presented. At the point of this release, the quarterly ABS GFS results reported throughout the year do not necessarily add to the annual results recently released by some jurisdictions. Final annual GFS results for 2004-05 are scheduled for release by the ABS on 29 March 2006. Users requiring data for earlier periods should consult Government Finance Statistics, Australia (cat.no. 5512.0). The latest issue (2003-04) was released on 15 April 2005.

As of this release, the ABS has introduced a change in the treatment of Fringe Benefits Tax (FBT). FBT is now treated as a tax on individuals rather than a tax on employers. As such these amounts now form part of compensation of employees in the National Accounts, and Employee Expenses in GFS, rather than as a production tax paid by employers.

This change was advised in two articles released on the ABS website as follows:

1. The article titled "Feature Article 3: Forthcoming Updated National Accounts Annual Benchmarks" was released as part of the June Quarter 2005 National Accounts publication 5206.0 on 7 September 2005.


2.The article titled "Feature Article: Updated National Accounts Annual Benchmarks" was subsequently released as part of the 2004-05 annual National Accounts publication 5204.0 on 7 November 2005.

The December quarter 2005 issue is expected to be released on 28 February 2006 and the March quarter 2006 issue on 6 June 2006, one day before the release of the December quarter 2005 and March quarter 2006 National Accounts publications respectively. Users should check the ABS Release Advice closer to the date for confirmation of the release date.

  • In original terms, taxation revenue decreased by $13,746m to $65,714m.
  • The General government GFS Net operating balance, in original terms, decreased by $7,665m to $2,201m.
  • In original terms, the General government GFS Net lending position decreased by $4,213m, from $6,098m to $1,885m.

The table below includes the key public sector aggregates for the September quarter 2005 from the forthcoming national accounts publication. The key figures shown include Government Final Consumption Expenditure and Gross Fixed Capital Formation for general government and public corporations, seasonally adjusted for current prices and chain volume terms.
  • In seasonally adjusted chain volume terms, total general government final consumption expenditure decreased by 0.6% in September quarter 2005.
  • General government gross fixed capital formation, in seasonally adjusted chain volume terms, decreased by 6.4% in September quarter 2005.
