This paper discusses the modelling approaches for estimating the National Greenhouse and Energy Reporting (NGER) system’s energy consumption undercoverage. A range of model specifications is illustrated and applied to the Australian Bureau of Statistics Energy, Water and Environment Survey (EWES) and Business Activity Statement Unit Record Estimates (BURE) data. The estimated undercoverage of total industry energy consumption (excluding Finance, Insurance and Superannuation Funds, Public Administration and Defence industries) is 9.3% in 2009–10 and 8.0% in 2010–11. Future research directions based on available data are also suggested.
