ABOUT THIS RELEASE

This paper focuses on the data quality of the Census questions relating to the highest non-school qualifications completed and follows similar analyses to those provided in previous Census Working Papers examining data quality: 00/2 (1996) and 94/2 (1991).

Information is presented about how various stages in the development and processing of the 2001 Census might have impacted on the data from these questions. In addition, information on the effect of implementation of a new classification system, the Australian Standard Classification of Education, is presented. Analyses of key indicators such as non-response rates, frequency of inadequately described responses, intercensal changes, and comparisons with the 2001 Survey of Education and Work provide an indication of data quality.

Finally, this paper provides suggestions for possible improvements in form design and processing, which could result in higher data quality outcomes for the 2006 Census.
