(A) These items exclude goods where a change of ownership has occurred (e.g., goods given to a foreign government under a foreign aid scheme or goods sold to a foreign government). Where a change of ownership has occurred the relevant substantive item must be used.
(B) Goods must be recorded against both statistical items.
