NON-FINANCIAL CORPORATIONS

Summary

Other private non-financial corporations borrowed a net $1.0b (excluding derivatives and accounts payable) during the March quarter 2010. They repaid $10.8b in loans and issued $9.3b in shares and other equities. Net issuance of debt securities during the quarter was $2.5b. These transactions resulted in total borrowings outstanding of $783.4b and total equity on issue of $1046.1b.

During the March quarter 2010, private non-financial investment funds had net buy-backs of $0.5b in equity and net maturities of $0.2b in bonds. Total liabilities of national public non-financial corporations decreased by $0.5b to $13.1b. Liabilities of state and local public non-financial corporations increased by $6.2b to $159.5b.


Private non-financial debt to equity ratio

From the end of March 2008 to the end of March 2010, the value of equity on issue decreased by $56.3b and the value of debt outstanding decreased by $7.9b.During the March quarter 2010, private non-financial corporation debt decreased by $17.6b and equities on issue also decreased by $2.9b. The original debt to equity ratio decreased from 0.84 to 0.82 and the adjusted ratio decreased from 1.10 to 1.07. The adjusted ratio reflects the removal of price change from the original series.

Summary

During the March quarter 2010, financial corporations had $25.6b of liability transactions on a consolidated basis. The liability transactions were: Central bank, -$2.9b; banks, $5.2b; other depository corporations, -$21.9b; pension funds, $24.3b; life insurance corporations, -$2.0b; non-life insurance corporations, $0.5b; money market investment funds, -$1.7b; non-money market investment funds, $3.7b; central borrowing authorities, $7.5b; securitisers, -$6.4b and other financial corporations -$0.1b.


Banks

Transactions of financial assets of banks were net $9.1b during the quarter. Major transactions in bank assets holdings were: loans, net $27.6b, of which $33.4b were lent to households and $6.1b were repaid by other private non-financial corporations; bonds, net $7.1b of which $4.3b were issued by securitisers; deposits, net $0.1b of which $4.5b accepted by rest of the world and $4.5b were withdrawn from other depository corporations; derivatives, net -$12.8b, of which $8.5b were settled with the rest of the world.

During the quarter, liability transactions of banks were $5.2b with the main contributors being deposits of $23.3b, bond issuance of $15.3b, of which $20.1b were issued offshore. These were offset by repayments of loans $10.5b, other accounts payable $10.3 and net settlements of derivatives of $8.5b.


Other depository corporations

Transactions of other depository corporations liabilities were net -$21.9b during the March quarter 2010. Main contributors were deposits of -$10.3b, derivatives of -$4.9b, loans of -$3.9b and other accounts payable of -$2.9b.

Transactions of assets during the quarter were net -$12.4b. The main contributors were withdrawals of deposits, net $7.0b, settlement of derivative contracts, net $4.9b, sales of bonds, net $1.2b and maturities of loans, net $1.0b. These were offset by other accounts receivable, net $2.7b.


Pension funds

Net equity in reserves of pension funds was $1128.6b at the end of the March quarter 2010, an increase of $24.7b. This follows net transactions of $24.0b and valuation increases of $0.7b during the quarter. Asset holdings increased by $22.3b to $1062.5b following net transactions of $22.2b and valuation increases of $0.1b.


Life insurance corporations

At the end of March quarter 2010, the financial assets of life insurance corporations were $260.1b, an increase of $2.3b from the previous quarter. Net transactions were -$1.9b and valuation increases were $4.2b. During the quarter, there were increases in equity holdings of $0.6b, loans of $0.4b and other accounts receivable of $0.4b. These were offset by withdrawals of deposits of $2.3b and sales of bonds of $0.7b. Pension funds claims against the reserves of life offices was increased by $2.7b following net transactions of -$0.3b and valuation increases of $3.0b.

Households' claims against the reserves of life offices decreased by $0.3b following net transactions of -$1.5b and valuation increases of $1.8b..


Non-life insurance corporations

Net transactions of financial assets of non-life insurance corporations were -$4.6b during the March quarter 2010. The main contributors was equities of $0.7b. This was offset by sales of bonds of $3.9b and withdrawal of deposits of $0.9b. During the March quarter, net liability transactions of non-life corporations were $0.5b, driven mainly by prepayments of premiums and reserves of $0.9b and other accounts payable of -0.3b.


Money market investment funds

Total assets of money market investment funds was $32.7b at the end of the March quarter 2010, of which $21.8b was invested in one name paper, $5.1b in deposits and $4.4b in bills of exchange. During the quarter, total unlisted equities issued by money market investment funds decreased by $1.6b to $37.4b.


Non money market investment funds

Total assets transactions of of non money market investment funds during March quarter 2010 was $1.3b of which the main contributor was purchases of equities of $2.7b. This was offset by sales of bonds of $1.0b. At the end of quarter, total liabilities of non money market investment funds were $250.1b an increase of $5.9b from the previous quarter.


Central borrowing authorities

Total liabilities of central borrowing authorities were $196.0b at the end of the March quarter 2010. During the quarter, the authorities issued bonds of $9.4b and borrowed $3.6b through loans. Net asset transactions during the quarter were $9.6b, the main contributors being issuance of loans of $6.5b, issuance of one name paper of $2.5b and placement of deposits, $2.2b. These were offset by net settlement of derivatives, $1.0b and sales of bonds, $0.9b.


Securitisers

At the end of the March quarter 2010, net liabilities of securitisers were $283.9b, with bonds on issue of $254.8b, and one name paper of $19.4b. Net assets of securitisers were $285.8b with the major assets in loans and placement, $278.2b and deposits, $4.0b.


Net flow of deposits to banks

Transactions in transferable deposit liabilities of banks during the March quarter 2010 were net -$2.8b. There were transactions in transferable deposit assets of other private non-financial corporations of $2.8b and national general government of $1.2b. These were offset by withdrawals by pension funds of $2.1b, life insurance corporations of $1.8b and households of $1.6b. Transactions in other deposits liabilities of banks during the quarter were $25.5b of which $13.5b were deposited by households, $6.2 deposited by other private non-financial corporations, $5.8b by pension funds and $2.5b by central borrowing authorities.

Financial asset portfolio of life insurance corporations and pension funds at end of quarter

At the end of the March quarter 2010, pension funds held $555.7b in shares and other equity (52.3% of their financial assets), of which $395.4b was in resident companies and $160.3b was in non-resident companies. They held $167.7b of the net equity in life office reserves (15.8% of their financial assets); and $107.9b in bonds (10.2% of their financial assets), of which $61.7b were bonds issued by domestic institutions and $46.2b were bonds issued by non-residents.

At the end of the March quarter 2010, life insurance corporations held $200.4b in shares and other equity (77.1% of their financial assets), of which $174.0b was in resident companies and $26.4b was in non-resident companies; $29.9b in bonds (11.5% of their financial assets), of which $22.5b was in bonds issued by domestic institutions and $7.4b in bonds issued by non-residents; $8.7b in short term securities (3.3% of their financial assets) and $7.0b in deposits (2.7% of their financial assets).

Financial claims between households, life insurance companies, pension funds, rest of world and investment managers at end of quarter

At the end of the March quarter 2010, households had claims against the reserves of pension funds of $1127.6b and life insurance corporations of $73.2b. Rest of world had net equity in reserves of pension funds of $1.0b and life insurance corporations of $ 0.8b. Pension funds had claims against the reserves of life insurance corporations of $167.7b. Life insurance corporations invested $134.0b through fund managers, and pension funds invested $499.3b through investment managers.

The graph below shows that at the end of the March quarter 2010, non-life insurance corporations held $42.6b in shares and other equity (34.5% of their financial assets), of which $30.0b was in resident corporations; $39.0b in bonds (31.6% of their financial assets), of which $34.9b was issued by resident corporations; $13.2b of short-term securities (10.7% of total financial assets) and $12.7b in deposits (10.3% of total financial assets).

During the March quarter 2010, central borrowing authorities issued bonds of $9.4b and issued loans of $3.6b.

During the March quarter 2010, securitisers had net redemptions of bonds of $4.8b and net redemptions of one name paper of $1.7b.

GENERAL GOVERNMENT

Summary

During the March quarter 2010, consolidated general government transactions resulted in a net change in financial position of -$14.0b.

The net change in financial position for national general government was -$10.9b. The liability transactions of national general government during the quarter were $10.2b, with the main contributor being bonds issued in Australia of $14.9b. This was partially offset by settlements of other accounts payable of $5.2b. During the quarter asset transactions for national general government were -$0.8b, with the main contributors being other accounts receivable of -$7.2b. These were offset by holdings of equity of $4.7b, and bonds of $4.5b. At the end of the quarter, national general government had total liabilities of $323.5b and total financial assets of $251.6b.

Transactions in state and local general government financial assets were $3.8b in the March quarter 2010, while transactions in total liabilities were $6.9b, resulting in a change in financial position of -$3.1b. At the end of the quarter, state and local general government had total liabilities of $157.8b and total financial assets of $109.2b.

National government net issue of long term debt securities

The graph below illustrates the national general government’s debt security issuance. The net issuance of treasury bonds was $14.9b during the quarter.

HOUSEHOLDS

Summary

Households' change in financial position was -$0.7b during the March quarter 2010. During the quarter, households borrowed a total of $22.1b in the form of loans. On the asset side, householders' transactions in deposits were $12.7b. Net contributions to life insurance and pension fund reserves were $22.3b while net claims on unfunded superannuation were $2.2b. These were offset by settlements of other accounts receivable of $7.4b and sales in equities of $3.5b.

At the close of the quarter, households' stock of financial assets was $2,472.2b. This was an increase of $38.8b from the previous quarter, following net transactions of $26.8b and valuation increases of $12.0b. Major asset holdings were net equity in reserves $1,208.5b, currency and deposits of $591.4b, equities of $313.9b and unfunded superannuation claims of $204.8b.


Household net borrowing and debt to liquid asset ratio

Of the net $22.1b loans borrowed by households during the March quarter 2010, bank loans accounted for $33.4b. These were offset by the net repayment of $9.2b loans to securitisers and $1.4b to other depository corporations. For details on the ABS treatment of internal securitisation, refer to page 6 of the December quarter 2008 publication.

The graph below illustrates that the debt to liquid assets ratio at the end of March 2010 was at 154.8%, an increase of 0.8 percentage points on revised December 2009 data. The ratio was influenced by an increase of 1.8% in total outstanding household borrowings and an increase in total liquid assets of 1.25%. The major contributors to the increase in liquid assets were deposits, up 2.2% and currency, up 1.33%. These were offset by a decrease in one name paper of 17.3% and equities of 0.4%.

Insurance and pension claims

During the March quarter 2010, households' net equity in reserves of pension funds increased by $24.7b, made up of $24.0b in transactions and $0.7b in valuation increases, bringing household net equity in pension funds to $1127.6b. Net equity in reserves of life insurance corporations decreased by $0.3b, made up of -$1.6b transactions and $1.3b valuation increases, bringing the household net equity in life insurance to $73.2b. Net transactions in households' unfunded superannuation claims were $2.2b and prepayments of premiums and claims against reserves in non-life insurance corporations were $0.5b during the quarter.


REST OF THE WORLD

Summary

Non-residents had net transactions of $19.1b in Australian financial assets during the March quarter 2010, resulting in $1,923.7b of Australian financial assets being held by non-residents, up $9.9b from the December quarter 2009. Valuation decreases were $9.2b. The main contributors were net purchases of bonds, $40.7b, of which $21.0b was issued by banks and $17.5b by national general government . Net purchases of equities was $4.7b (of which $5.3b was issued by other private non-financial corporations). These were offset by repayment of loans and placements of $20.1 and net settlement of derivatives of $3.6b.

Australian residents had net transactions of $3.9b in foreign financial assets during the March quarter 2010. The total value of foreign assets held by Australian residents increased to $1,166.5b at the end of the quarter. Of this, $11.5b were valuation increases. The main contributors were purchases of unlisted shares and other equity, $9.7b and bonds, $8.6b. These were offset by settlement of derivatives of $11.7b.


Net purchases of equities

During the March quarter 2010, non-residents acquired a net $4.7b in equities, a decrease of $1.5b compared with the December quarter 2009 estimate.

Non-residents acquired $40.7b of Australian bonds during the March quarter 2010, a decrease of $13.8b compared with the December quarter 2009 estimate.
