Assessment of topics

7.1 The ABS is currently assessing the topics against the five assessment criteria noted earlier (see paragraph 1.7), considering the information provided in submissions. The number of submissions received will be considered, however the assessment will be made on the nature of the submissions and the topic's rating against the assessment criteria.

7.2 As a result of the assessment process and in order to accommodate new topics, it is expected that some existing topics will need to be excluded from the 2016 Census (either permanently removed or moved to a 10-yearly cycle). High priority new topics will be tested and assessed to consider the ability of these to be collected at a high quality in the Census and the cost of introducing these topic. Other potential new topics will unfortunately need to be assessed to be of lower priority, despite still being valuable, due to the need to manage the load on providers and the limitations of the paper Census form.


Finalising recommendations

7.3 In consideration of the topic review assessments, testing outcomes, input from stakeholders and space requirements on the Census form, the ABS will develop a set of recommendations for topics to be included in the 2016 Census.

7.4 In November 2013 and May 2014 the Australian Statistics Advisory Council (ASAC) will consider outcomes of the consultation process and content review, and provide advice on recommended content for the 2016 Census.

7.5 The final decision related to topics for inclusion in the 2016 Census of Population and Housing rests with the Government. In the second half of 2014 the ABS will make a submission to the Government on the nature and content of the 2016 Census, which will include a set of final ABS recommendations. The ABS will release an information paper outlining the 2016 Census content (cat. no. 2008.0) following Government approval.
