Describes the definitions, concepts, methodology and estimation procedures used in the Household Expenditure Survey (HES) and Survey of Income and Housing. It contains questionnaires, classification listings, a list of all data items on the file and lists of output data items. It includes details of the confidentialised unit record file (CURF) and background information about the surveys. It is designed to assist researchers and analysts in utilising housing income and expenditure data produced by the Australian Bureau of Statistics (ABS). Information about the CURF data released in a separate Technical Manual in previous cycles is now included in the User Guide.
