    OVERVIEW
    The Conservation of Energy Water and the Environment, WA 1992 was a one off survey of dwellings in the Perth Metropolitan area to ascertain the use of energy, water usage, recycling items and the usage of certain electrical goods in the community. The survey was run in association with the November 1992 Monthly Population Survey.

    Information was collected from households about their usage of water, methods of watering and sources of water supply, types of air conditioning, heating, washing machines and other electrical goods, whether the property had a swimming pool or spa, types of dwellings, structure material, whether insulation was used and the usage of motor vehicles

    PURPOSE

    1. To assist in providing data on energy consumption to enable relevant departments to formulate policies on issues which affect the environment relevant to the Perth Metro area
    2. Providing data to State Electricity Commission, Western Australia which will assist them in identifying geographical areas with high electricity usage and therefore targeting re-education policies at the relevant groups;
    3. Helping the Water Authority to formulate a waste efficiency progrm to reduce water consumption. The Water Authority will be able to look at trends since their 1983 survey to assess whether current policies and programs are effective;
    4. Complementing data already available to the Department of Transport on vehicle usage and therefore assist them in developing meaningful policies to try and reduce the contribution transport makes to the decline of air quality in Perth;
    5. Establishing a level of awareness and degree of interest in, and involvement in general conservation measure, such as recycling, in the general community; and
    6. Obtaining data on the relative efficiency of housing in the Perth Metro area.

    SCOPE
    Scope was the same as for the Labour Force Survey which includes all persons aged 15 years and over except
    1. members of the Australian permanent defence forces:
    2. certain diplomatic personnel of foriegn governments customarily excluded from the census and estimated population;
    3. overseas residents holidaying in Australia; ans
    4. members of non-Australian defence forces (and their dependants) stationed in Australia Coverage - the supplementary survey was conducted using a sub-set of the same sample of dwellings included in the Monthly Population Survey for Western Australia contained within the Perth Statistical Division. Information relating to each household was obtained by personally interviewing any responsible adult who was able to answer questions on behalf of all household members

    Conceptual framework
    As a Labour Force supplementary survey, this survey operates under the same conceptual framework as the Labour Force. The Labour Force Survey provides a measure of the current economically active population (ie the labour force). The labour force (the sum of employed plus unemployed) is so defined as to be conceptually equivalent to the pool of labour available for the production of economic goods and services as defined for System of National Accounts measures of economic output.

    On the basis of a specific set of rules, the labour force framework classifies, at a given moment in time, the population above a specified minimum age for measuring the economically active population, into three mutually exclusive and exhaustive categories: employed, unemployed and not in the labour force. The employed and unemployed categories together make up the labour force, or the currently active population, which gives a measure of the number of persons furnishing the supply of labour at a given moment in time. The third category (not in the labour force) represents the population not currently active.
