    NAME OF ORGANISATION

    OVERVIEW
    This once-only survey collected information on leisure and cultural participation in Tasmania. It was conducted as a supplementary survey to the October 2000 Monthly Labour Force Survey.
    The target population included Tasmanian private households; usual residents of private dwellings aged 15 years and over, except for one question where the target population was restricted to a subgroup of all selected respondents; those aged 18 years and over.
    The questions were asked of one randomly selected person aged 15 years and over (Any Responsible Adult) per household.
    Principal data items for all persons aged 15 years and over included frequency of:

    • participation in selected outdoor recreation activities, particularly nature-based activities; and
    • attendance at selected cultural venues/events and major Tasmanian annual events.

    PURPOSE
    The uses of the survey data have been summarised under the name of each agency who requested the topic:

    The Office of Sport and Recreation
    • Establish the extent to which Tasmanians choose natural over urban environments for recreation;
    • Provide information on nature-based recreation activities of Tasmanians;
    • Develop a rationale for involvement in recreational land use and management issues;
    • Develop policies and programs that address community demand for less structured activity in natural environment;
    • Determine priorities for funding facility development;
    • Determine priorities for allocation of grants;
    • Establish some benchmarks for assessment of the impact of Active Australia;
    • Develop appropriately targeted marketing campaigns for Active Australia; and
    • Provide information on participation to sport and recreation organisations, individuals and community organisations.

    Tourism Tasmania
    Provide information that will assist the tourism industry to:
    • Identify and develop intrastate markets for culture and nature-based tourism;
    • Develop in a strategic manner the range and quality of sustainable outdoor and adventure activity and cultural tourism products, based on research;
    • Identify and build on the links between nature-based and culture tourism; and
    • Support the appropriate development of natural areas for tourism.

    Arts Tasmania
    • Provide information to assist in the implementation of the recommendation of the Arts Industry Audit;
    • Assist in the Audit recommendations to develop arts trails through Tasmania linked to tourism, food, wine and natural and built attractions;
    • Determine priorities for allocation of grants; and
    • Provide information on participation to cultural organisations, artists and craftspeople, and community organisations.

    Parks and Wildlife Service
    • Plan for the introduction of a bushwalking permit system;
    • Prioritise facility development;
    • Plan development of adventure recreation facilities;
    • Develop appropriate consultation and education mechanisms; and
    • Identify 'core' local users of Parks, supplementing data on visitors to the State.

    Forestry Tasmania
    • Plan visitor services in a strategic manner, based on research;
    • Prioritise facility development;
    • Plan development of adventure recreation facilities;
    • Plan development of more passive recreation facilities;
    • Develop appropriate consultation and education mechanisms; and
    • Identify 'core' local users of multiple-use State Forests.

    SCOPE
    Scope
    The Leisure and Cultural Participation Survey was conducted as supplementary to the Monthly Labour Force Survey. For the Leisure and Cultural Participation Survey, all usual residents of private dwellings aged 15 years and over were in scope. Special dwellings and visitors to private dwellings were excluded.
    Other normal Labour Force exclusions apply to scope and coverage, for example:
    • members of the permanent defence forces;
    • certain diplomatic personnel of overseas governments, customarily excluded from census and estimated populations;
    • overseas residents in Australia;
    • members of non-Australian defence forces (and their dependants) stationed in Australia; and
    • Jervis Bay Territory.
    Coverage
    In the Labour Force Survey, coverage rules are applied that aim to ensure that each person is associated with only one dwelling, and hence has only one chance of selection. The chance of a person being enumerated at two separate dwellings in the one survey is considered to be negligible.

    DATA DETAIL

    Conceptual framework
    As the data was collected as supplementary to the Monthly Labour Force Survey, some data can be cross-classified with data from that Labour Force Survey. For example:

    • Age;
    • Sex;
    • Marital Status;
    • Labour Force status;
    • Labour Force dissemination region; and
    • Household type.

    Main outputs
    Results from the survey will be available in a publication (Leisure and Cultural Participation, Tasmania, ABS Cat No. 4904.6) and in additional user tables. In some cases, additional cross-classifications of data items will be available.

    Populations:
    • Usual residents of private Tasmanian dwellings aged 15 years or more;
    • Persons who went snorkelling or scuba diving during Oct 1999-Sep 2000;
    • Persons who went canoeing or kayaking during Oct 1999-Sep 2000;
    • Persons who went horse riding during Oct 1999-Sep 2000; and
    • Usual residents of private Tasmanian dwellings aged 18 years or more.

    • Freshwater fishing;
    • Snorkelling or Scuba diving;
    • Canoeing or Kayaking;
    • Day bushwalking;
    • Overnight bushwalking;
    • Outdoor Climbing or Abseiling;
    • Horse Riding;
    • Hunting;
    • Off-road cycling or Mountain bike riding; and
    • Off-road recreational driving or trail bike riding.

    2. Whether the following were organised by a commercial operator:
    • Snorkelling or Scuba diving;
    • Canoeing or Kayaking; and
    • Horse Riding.

    3. Membership of Bushwalking Club.

    4. Frequency of attendance at the following selected cultural activities in Tasmania:
    • Art galleries;
    • Classical music concerts;
    • Other music concerts; and
    • Theatre, musicals, drama, opera, dance or comedy performances.

    5. Frequency of visits to the following selected sites in Tasmania:
    • Museums; and
    • Regular markets.

    6. Attendance at the following selected events:
    • Agfest;
    • Deloraine Craft Fair;
    • Festivale - Launceston;
    • Taste of Tasmania;
    • Targa Tasmania;
    • Womens Tennis Open in Hobart; and
    • International Cricket at Bellerive.

    Classifications

    Other concepts (summary)
    Definitions

    Outdoor Rockclimbing or Abseiling:
    Includes climbing or abseiling with the use of equipment (for example, ropes, harnesses) in any outdoor location.

    Concert:
    A concert is any live public performance usually by two or more musicians, and requires a ticket for admission. For attendance at concerts to be counted in the survey, respondents must have gone to a venue with the intention of attending the concert and not because they just happened to be there at the venue at the time.

    Electronic gaming machine:
    A coin-operated gambling machine, usually operated by pulling a handle or pressing buttons, the score being shown in the form of replica playing cards, pictures of fruit, etc; for example, poker machines.

    Art gallery:
    A room, series of rooms, or building devoted to the exhibition of works of art and includes art galleries located together with museums; for example, the Tasmanian Museum and Art Gallery.

    Glossary
    Household:
    A group of people who live together (in a single dwelling) as a single unit in the sense that they have common housekeeping arrangements: some common provision for food and other essentials of living.
    Area:
    Persons included in the survey were selected from households in blocks within a Collectors District (CD) or selected CDs. An urban CD is composed of an area which is metropolitan urban, bounded by streets and has more than 200 inhabitants. An urban CD can also be located in a town or bounded rural locality which has 200 or more inhabitants. Persons from households in urban CDs have been included in estimates of urban populations. Persons in all other CDs have been included in estimates of rural populations. These are persons in bounded localities with less than 200 persons or in unbounded areas which include occupied dwellings.
    Employed persons:
    Aged 15 years and over and usually work 15 hours or more a week in a job, business or farm or without pay in a family business. Persons were included if they had a job, business or farm, but were away from it because of holidays, sickness or for any other reason.
    Region:
    Refer to Statistical Geography, Volume 1: Australian Standard Geographical Classification (ASGC) (ABS Cat No. 1216.0) for more details. The three major statistical regions in Tasmania are Greater Hobart and Southern, Northern, and Mersey-Lyell.
