    OVERVIEW

    The Retrenched Workers Survey was conducted in October 1993 as a supplement to the Monthly Population Survey, for the Victorian Government.

    PURPOSE

    Obtain information on Victorians retrenched or made redundant during October 1990 to October 1993.

    SCOPE

    The survey collects information by personal interview from residents of private dwellings in Victoria aged 18 to 65 years. Private dwellings are houses, flats, home units, caravans, garages, tents and other structures that are used as places of residence at the time of interview. Long-stay caravan parks are also included. These are distinct from special dwellings which include hotels, boarding schools, boarding houses and institutions. Residents of special dwellings are excluded.

    The survey also excludes households which contain members of non-Australian defence forces stationed in Australia and diplomatic personnel of overseas governments.

    DATA DETAIL

    Conceptual framework

    The survey uses the conceptual framework of the labour force utilised for the Labour Force Survey. In addition, the concepts of retrenched workers and persons who have become redundant (or made redundant) are used.

    Retrenched workers are persons who ceased a job involuntarily, that is:

    (a) they were retrenched or the business they were working for closed down because of financial difficulties (not including their own business or family business); or

    (b) they were dismissed from their job for any reason including 'age' and 'own health or injury'.

    Excluded from the definition are:

    (c) self employed persons and those in family businesses;

    (d) persons who have not had contracts renewed (e.g. teachers who were employed on a contract basis which was not renewed once expired, workers in the building industry whose contracts expired upon completion of project or any other time);

    (e) voluntary workers; and

    (f) workers who have been given notice or retrenchment but had not yet finished working.

    Persons who have become redundant (or made redundant) are:

    (a) those persons who have accepted voluntary redundancy packages; and

    (b) those who have had some inducement or pressure applied to them to accept a redundancy package.

    Excluded from the definition are:

    (c) those who have been given notice of redundancy but are still working.
