10. Tourism standards and classifications have been developed by international agencies including the World Tourism Organisation (WTO) and the United Nations Statistical Office (UNSO).

11. In 1993, international tourism concepts and definitions were developed by the WTO and ratified by the United Nations Statistical Commission (UNSC). In 1994, the United Nations and World Tourism Organisation (UN/WTO) published these new standards in Recommendations on Tourism Statistics.

12. The development of the Standard International Classification of Tourism Activities (SICTA) by the WTO was another major development.

13. The WTO provides Basic References on Tourism Statistics on its web site. These references include definitions of key tourism concepts, international classifications and Tourism Satellite Account standards. This Framework duplicates some core definitions which are provided on the WTO web site (for ease of use). In most cases, however, the Framework includes links to the relevant pages on the WTO web site rather than duplicating the information it contains.

14. This Framework is based on international tourism statistical standards. It integrates the work of international agencies with Australian standards. Where necessary, international standards have been adapted to provide standards more appropriate for Australia.
