Contents >> Chapter 1. The Conceptual Background >> Introduction to the Framework

1. The emphasis in developing this Framework has been to produce a practical working document, rather than a theoretical model. The Framework aims to provide guidelines that are relevant, practical and useable.

2. Tourism statistical standards continue to be developed at both national and international levels. The Framework will be updated periodically to reflect these advances.

3. Previous editions of this Framework excluded Tourism Satellite Accounts from the scope of the Framework, since generally economic models are regarded as research methods rather than statistical standards.

4. This approach is not consistent with that adopted by the World Tourism Organisation (WTO). The WTO identifies the Tourism Satellite Account (TSA) as the unifying framework of most of the components of the System of Tourism Statistics.

5. References to TSA concepts and classifications are included in this Framework where relevant.
